Project title:	Development of non-accredited Budget Examination course material for Budget Analysts in National and Provincial Treasuries

Objective	Overall objective The purpose of this assignment is to develop a Budget Examination training course to support the implementation of the Provincial Budget Analysis strategies and plans, thereby contributing to the development of financial and non-financial staff capacity to play a meaningful role in financial management within government departments.
Qualifications required:	Qualification and skills Master’s Degree in Financial Management or an equivalent qualification, with at least 10 years’ working experience in the Public Financial Management. In the absence of a Master’s degree, a Bachelor’s degree in Public Finance and/or Financial Management and/or Commerce, coupled with at least 12 years’ experience in the public sector financial management context. A qualification as a Chartered Accountant (CA) or Chartered Management Accountant (CMA) will be seen as equivalent to a Master’s Degree General professional experience Working experience in budget management Proven competence in learning materials design and development for the public sector, and being able to use a variety of interactive methodologies (design and development of at least 5 learning programmes) Experience in policy development, frameworks and guidelines in public financial management will be advantageous Practical experience in PFM facilitation using a range of learning-centred methodologies and organisational development strategies In- depth knowledge of the Education, Training and Development Practitioners’ (ETDP) environment, National Qualifications Framework (or similar structures) and outcomes based course development
