Team Leader - Rural Development Specialist

VGM Partners is looking for an expert for the following EC Framework project in Timor Leste:

PROJECT NAME: Mid-Term Evaluation of Rural Development Programme IV (RDP IV)

Global objective:  To provide decision makers in the National Authorising Office, the European Commission, the MoAF, the MoPW and other interested stakeholders with sufficient information to make an informed judgment about the past performance of the programme (its efficiency, effectiveness and impact) and to document lessons learnt.

POSITION:  Team Leader - Rural Development Specialist

Qualification and skills

·         A post graduate degree in agriculture, agricultural economics, rural development or a related field;

·         Excellent command of both written and spoken English;

·         Good communication and leadership skills;

General Professional experience

·         At least 15 years of proven overseas experience in an area related to agriculture, agribusiness or rural development, with a significant experience in the monitoring and/or evaluation of development cooperation programmes/projects, with specific experience in the evaluation of rural development projects.

·         Experience in Agricultural Extension/Rural Advisory Services with a strong focus on agricultural extension management systems is also required.

Specific Professional Experience

·         At least 5 years' experience in rural-tropical-agriculture, food security and agriculture extension projects and programmes;

·         Experience of agricultural extension policies, strategy development and methodologies;

·         Experience supporting and strengthening agricultural support services;

·         Extensive experience evaluating agriculture related programmes/projects;

·         Experience with the implementation of supervision structures and capacity building in the area of rural development governance structures;

·         Experience of capacity building and strengthening the organisational capacities for agriculture organisations/institutions;

·         Experience with EDF procedures in project management and procurement;

·         Fully conversant with the principles and working methods of project cycle management, Logical Framework and EC aid delivery methods;

·         Previous experience as team leader for the evaluation of EU funded programmes;

·         Experience of promoting technological and organisational innovations in agricultural commodity value chains;

·         Previous experience implementing a similar programme;

·         Knowledge or experience in the region;

·         Knowledge of Portuguese, Bahasa and/or Tetum.
