Finance and Operations Manager, Democratic Strengthening in Pakistan

Description
This is a 20 month cross-sector project designed to bring together a wide variety of stakeholders, including those responsible for governance, access to Justice and provision of security to ensure that Pakistani citizen rights and the democratic processes are strengthened at provincial and local levels. The programme office will be based in Islamabad but work will span across three districts: 1- Punjab (Multan, Rajan Pur, Dera Ghazi Khan and Muzzafargarh) 2- Sindh (Ghotki, Kashmore and Jacobabad) initially and in the second year expanded to 3- Khyber Pakhtunkhwa, pending of approval. Key areas of work will include: • Increased demand for effective Rule of Law, for example through improvement in legal support or increased awareness of civil rights • Increased supply of effective Rule of Law, for example through provision of formal alternative dispute mechanisms that are both acceptable to government and local communities and that operate within existing Pakistani law and the Constitution • Improved local security practices, by supporting and building upon existing community initiatives at district level • Enhance district-level government responsiveness and engagement with their communities including through development opportunities (training, communications, networks, new skills and mentoring) for both state and non-state actors • Enhance participation in civic life by members of minority communities
The Finance and Operations Manager will be responsible for the overall operations, management, administration and finance to enable the delivery of the programme. He or she will need to understand best practices in financial management, budgeting and reporting mechanisms.
More specifically, the FOM will be responsible for the following:
Finance and Grants
• Provide financial management, reporting and control and ensure fiscal management is maintained and that funds are spent for the required purpose in line with the financial plan • Ensure compliance with the donor contract, regulations and local laws and norms • Fund management – setting up fund/ grants disbursement systems, overseeing selection and award of funds and monitoring implementing partners’ expenditure • Experience of managing financial and organisation due diligence of applicants • Preparation of fraud control and audit procedures and timely notification and recommendations for improvement
Operations and Logistics
• Support in operational setup of the Islamabad office base • Ensure all activities are updated in the project database from programme inception through close-out and that all activities are thoroughly documented • Oversee logistics for delivery of goods and services, including local suppliers identification and procurement negotiation • Implement and maintain DAI’s security strategy, policies, plans and procedures • Investigate and identify new ways of achieving operational efficiencies, including working with counterpart consultants to improve systems, policies, procedures and structures in targeted governmental and non-governmental institutions • Oversee general office administration duties including IT, HR and logistics • Provide DAI’s orientation briefings for all incoming staff and situational briefings upon request
Required Key Skills & Qualifications:
• At least 8 years of financial management experience and of working on donor-funded projects • University degree in Finance or Accountancy qualification • Minimum of 6 years of experience on complex development donor - funded programmes • Detailed knowledge of Pakistani culture and awareness of the operational environment • Fluent in donor policies and procedures in regards to procurement processes and financial compliance, including demonstrated understanding of the value for money agenda and its application to programme implementation and monitoring • Excellent verbal and written English language skills (knowledge of Urdu and/or Pashto would be a plus)
Location: Islamabad based with the possibility of travel to Sindh, Punjab and KPK Mobilisation Date: October 2013 End Date: March 2015 (with the possibility of extension)
Supervision
The Finance and Operations Manager will report on a regular basis to the donor, the DAI Project Team Leader and to DAI Europe’s Operations Director
