WASH Technical Advisor - Pakistan

Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.
Through its Emergency Response Department (ERD), the organization is committed to: - Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; - Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; - Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:
MISSION CONTEXT
Handicap International has been present in Pakistan since 2005, in response to the earthquake. Since then, the organization has maintained a continuous presence in the country, through development programs (community-based rehabilitation, disaster risk reduction) as well humanitarian aid to the population victims of the conflict and / or natural disasters. In 2009, Handicap International responded to the needs of IDPs and refugees in KPK province, and, in 2010, to the needs of the flood affected populations in both KPK and Sindh provinces. These emergencies, as well as the new floods that hit again Sindh province in 2011, led to a considerable increase in the volume of Handicap International’s activities ranging from response to basic and specific needs of vulnerable persons through a disability and vulnerability approach, WASH, mine risk education, shelter, disaster risk reduction and advocacy.
In the last months, Handicap International has been scaling down its activities and is now focusing on the following axes (planned or ongoing): - WASH project in Sindh – transition project post floods (on-going 2012-2013) - WASH project in KPK - response to needs of population affected by the conflict-related chronic crisis (on-going 2013-2014) - Inclusive Disaster Risk Management in Azad Jammu and Kashmir and KPK (2013-2014) - Advocacy and technical support to local and international stakeholders at national and provincial levels through the Ageing and Disability Task Force (ADTF) (on-going)
MAIN RESPONSABILITIES OF THE EXPATRIATE
Based in Islamabad, under the direct supervision of the WASH Coordinator and with support of HQ Basic needs Technical Advisor, the WASH Technical Advisor will provide technical support and guidance on water activities. This position requires regular travels to field sites as dictated by the needs of the teams and programs.
The projects you will be supporting are based in two provinces (Sindh & KPK). Those projects include construction and rehabilitation of water points.
MAIN RESPONSIBILITIES
Supporting the technical human resources (2 national PM and about 10 field staff) - To conduct interview and provide technical advice during recruitment of water-related positions - To provide technical feed-back at the time of appraisal - To ensure the capacity building of the technical staff through planned and ad-hoc trainings
Ensuring the quality of water activities - To support the design of the water-related activities: type of water points to implement according to the context, water committees formation and training, water quality - To ensure accessibility and hazard-resistance of all interventions - To participate in the procurement process: defining / validating BOQ, ensuring quality checks of the samples and validates the selection of items - To support the quantitative and qualitative monitoring of water-related activities including water quality tests - To ensure the compliance of the quality of water-related activities to internal, international and donors’ standards - To contribute to identify gaps in the project’s implementation and achievements with respect to water commitments - To ensure regular formal and informal reporting to the WASH project coordinator
PROFILE REQUIRED
  • Diploma or University degree within the related field (water, sanitation, environment)
  • Minimum 3 year experience in a similar position
  • Experience in NGO necessary, preferably in emergency context
  • Ability to work under high pressure especially in terms of security
  • English mandatory (oral and written)
  • Excellent reactivity and flexibility in all circumstances
  • High capacity to organize his/her work, and manage priorities
  • Strong knowledge on international standards, design and methodologies related to WASH
  • Ability to work under high pressure and without constant supervision
  • Strong organizational and supervisory skills
  • Excellent reactivity and flexibility in all circumstances, high capacity to organize his/her work and manage priorities
  • Excellent interpersonal and intercultural skills and ability to create a strong team spirit
  • Working knowledge of Handicap International is a plus
  • Good written and oral English
