Program Leader, HIV/AIDS and Tuberculosis Program

We are seeking a recognized, inspiring, and creative global health professional to lead PATH’s HIV/AIDS & Tuberculosis (TB) Program. The HIV/AIDS & TB Program Leader will provide thought leadership for HIV/AIDS and TB internally and externally, and will be responsible for overall guidance and coordination of the program’s work, ensuring that all activities are implemented with the highest quality and stewardship. The Leader will develop and implement a 5-10 year strategy for PATH’s HIV/AIDS and TB efforts, taking into account our unique capabilities and skills, current scientific and programmatic contexts, public- and private-sector partners, and the dynamic global political/funding environment. The new Leader also will contribute to organizational initiatives, including PATH’s focus on maximizing synergies and impact across the organization.
PATH’s current HIV/AIDS & TB portfolio focuses on supporting universal access to, and building evidence for, effective and sustainable HIV and TB prevention, diagnosis, care, & treatment. Projects led by the Program include research in Africa and Asia aimed at understanding cost-effective HIV prevention interventions and the influence of gender/stigma on HIV transmission; USAID-funded implementation projects in Tanzania and the DRC; TB technical assistance in areas including Advocacy, Communication and Social Mobilization (ACSM), public-private mix, laboratory support; and more. Other HIV/AIDS related projects implemented at PATH include Preventing Mother-to-Child Transmission (PMTCT) and nutritional guidance within the context of Maternal Neonatal Health (MNH) and a HIV/AIDS based integrated primary health care support in Kenya. The Program’s strategy to achieving project goals emphasizes capacity strengthening for service delivery and research.
A critical consideration for the HIV/AIDS & TB Program going forward includes working with internal and external country stakeholders to design, demonstrate, and support cost-effective, evidence-based approaches to integrating HIV/AIDS & TB interventions with key health areas (including SRH, NCDs, MCH, and GBV). We also seek to further capitalize on PATH’s product development/ introduction strengths to advance transformational interventions that can accelerate progress in reducing morbidity and mortality from AIDS and TB.
This position will report directly to the Vice President of Public Health Impact. The preferred location for our new leader will be PATH’s Washington DC office, but other PATH locations, including Seattle and one of our African locations, can be considered.
Responsibilities of the HIV/AIDS & TB Program leader include:
- Lead a staff of 60 skilled individuals in several locations representing a range of disciplines and working on research, implementation, and evaluation projects (with a current total budget of about $40 million).
- Foster and support a culture of innovation and creativity to fully engage staff and partners in advancing high-potential solutions to HIV/AIDS and TB challenges.
- Provide overall programmatic, administrative and financial oversight for the Program consistent with PATH’s mission, values, and policies.
- Develop and implement a durable strategy for addressing major HIV/AIDS and TB challenges in collaboration with program staff, relevant country program leaders, and PATH leadership; lead a resource-mobilization strategy to support the strategy.
- Foster strategic linkages among the HIV/AIDS & TB, Reproductive Health (RH), and Maternal & Child Health/Nutrition (MCHN) Programs (PATH’s Public Health Impact Portfolio), and with PATH’s other global and country programs to advance integrated health solutions aligned with HIV/AIDS & TB goals.
- Liaise regularly with PATH’s country HIV/AID & TB projects to support best practices, share new global guidance/initiatives, and foster implementation and evaluation of cutting edge practices.
- Strengthen Technical HIV/AIDS & TB competency and capacity within and across selected PATH programs.
- Guide and support Program staff in incorporating strong Monitoring and Evaluation (M&E) practices into all projects, and ensure compliance with the highest research ethics standards.
- Maintain and strengthen positive relationships with external stakeholders, including collaborating NGOs, international organizations (including UN agencies), bilaterals (including USAID), private foundations (including the Bill & Melinda Gates Foundation), academic institutions, and the private-sector.
- Make significant contributions to funding proposals and fostering business development.
- Model clear, open, and collaborative communication approaches in a rapidly growing and changing environment.
- Affirm and strengthen PATH as a global leader in the field of HIV/AIDS and Tuberculosis with internal and external audiences.
- Represent the Program and PATH to the international community; participate in relevant conferences and prepare technical reports and articles.
- Demonstrated understanding of global HIV/AIDS & TB trends, contexts, and the global health architecture,
- Demonstrated expertise in developing and delivering on strategies for managing a broad portfolio of HIV/AIDS and TB projects including project design, implementation, and evaluation.
- Ability to foster and maintain strong relationships with donors.
- Demonstrated ability to provide effective and impactful technical assistance to strengthen country programs and activities
- Demonstrated ability to work effectively in a collaborative organizational structure.
- Demonstrated ability to work in partnership with a range of private- and public-sector entities to achieve results.
- Training and experience in planning, design, and execution of clinical and/or implementation research.
- Superior problem solving and strategic thinking abilities, with the talent to translate strategy into action.
- Excellent interpersonal and communication skills.
- Excellent English oral presentation and written skills; fluency in a second language preferred.
- Available to travel nationally and internationally up to 35 percent.
An advanced degree (PhD, MD, MBA, or equivalent) in a relevant scientific, business, or public health discipline. 10+ years of experience leading HIV/AIDS and Tuberculosis related programs or related efforts while effectively managing a range of professional staff members with diverse experience and work styles. Skilled in managing large and complex teams and diverse portfolios while maintaining a culture of innovation. Experience with working with donors (USAID, Center for Disease Control and Prevention, Bill and Melinda Gates Foundation, etc.) and other key stakeholders in HIV/AIDS and Tuberculosis. Prior experience writing large-scale complex bids of multimillion dollar value with proven success. Experience working in developing country settings.
