Team Leader, Democratic Strengthening in Pakistan

Description
This is a 20 month cross-sector project designed to bring together a wide variety of stakeholders, including those responsible for governance, access to Justice and provision of security to ensure that Pakistani citizen rights and the democratic processes are strengthened at provincial and local levels. The programme office will be based in Islamabad but work will span across three districts: 1- Punjab (Multan, Rajan Pur, Dera Ghazi Khan and Muzzafargarh) 2- Sindh (Ghotki, Kashmore and Jacobabad) initially and in the second year expanded to 3- Khyber Pakhtunkhwa, pending of approval. Key areas of work will include: • Increased demand for effective Rule of Law, for example through improvement in legal support or increased awareness of civil rights • Increased supply of effective Rule of Law, for example through provision of formal alternative dispute mechanisms that are both acceptable to government and local communities and that operate within existing Pakistani law and the Constitution • Improved local security practices, by supporting and building upon existing community initiatives at district level • Enhance district-level government responsiveness and engagement with their communities including through development opportunities (training, communications, networks, new skills and mentoring) for both state and non-state actors • Enhance participation in civic life by members of minority communities
Scope of Work
The Team Leader, based in Islamabad with extensive travel in Pakistan, will be responsible for overall programme results and serve as the Technical Lead of the project team. The Team Leader will also serve as the lead interlocutor between the donors, relevant Ministries in the Government of Pakistan and county government bodies. The Team Leader will also ensure that project activities deliver impactful interventions in democratic accountability, civic engagement and rule of law. S/he will ensure that the project complements and enhances the efforts of other donors engaged in democratic accountability and civic engagement in Pakistan.
Tasks
The Team Leader will: • Oversee the Fund allocations, development of fund strategy and identify suitable partners • • Provide technical and intellectual oversight to all project activities, ensuring their integration and synergies to meet project goals • • Build and manage relationships with implementing partners, ensuring local commitment and engagement • • Contribute to technical innovations as related to democratic accountability and civic engagement • • During Inception Phase, oversee selection and set up of pilot interventions • • Finalise programme deliverables during the first 4 - 6 months and main implementation phase • • Manage, lead and oversee the programme team, consultants and subcontractors • • Develop and oversee a system for measuring and communicating the impact of activities supported under the programme • • Oversee delivery of technical assistance in all programme areas as needed, including the provision of capacity-building of national organisations • Make key decisions and solve problems in short time frames while ensuring operational and programme integrity • • Serve as primary liaison between the donors, DAI home office management and relevant Ministries in the Government of Pakistan counterparts where needed, community communications and technical implementation activities • • Ensure programme’s compliance with donors' and DAI's rules and regulations • • Provide timely reporting to donors and DAI on all programme areas • • Ensure delivery of programme outputs and finances
Required Key Skills & Qualifications
• Previous demonstrated experience as a Team Leader managing donor-funded projects • Long-term experience working with donors such as DFID, UNDP, FCO or World Bank • Strong skill set in reporting, finance, budgeting and monitoring and evaluation • Minimum 10 years of experience working in difficult field settings, analysing development issues and designing effective and sustainable solutions • Deep understanding of Pakistan’s political and governance context • 10 years of professional experience democratic and civic engagement and/or rule of law that includes knowledge in technical areas such as decentralisation, governmental service delivery, local governance and conflict mitigation • Ability to identify and implement through local partners creative and practical approaches to overcome governance challenges • Experience in programme strategy development experience including work-planning and activity budgeting • Fund management experience • Demonstrated experience working with senior-level host-country counterparts • Experience of working with provincial governments, local organisations and minority groups such as women and youth in Punjab, Sindh and Kyber Pakhtunkhwa is highly desirable • Advanced degree in relevant field such as Politics, Law, etc. • Strong interpersonal and communication skills • Oral and written fluency in English (knowledge of Urdu and/or Pashto would be a plus)

Supervision:
The Team Leader will report on a regular basis to the donor, the DAI Project Team Leader and to DAI Europe’s Operations Director
