Background:
The ASEAN Integration Monitoring Office (AIMO) was set up at the ASEAN Secretariat (ASEC) in Jakarta in 2010 to strengthen the monitoring of regional economic integration in ASEAN. AIMO is attached to the office of the Deputy Secretary-General for the ASEAN Economic Community (AEC), and it will focus on monitoring the region’s economies and ASEAN integration.
The ARISE Project is an EU financed Technical Assistance Program to support ASEAN Economic Integration Process through the implementation of the ASEAN Economic Community (AEC) blueprint for the realization of the AEC. The purpose is to enhance the capacities of the ASEAN member States in harmonizing and implementing policies and regulations in the economic and trade sectors and implement them effectively drawing on EU experience, so as to contribute to the realization of the AEC. The programme has also the specific objective to enhance the capacity of the ASEAN Secretariat to support ASEAN Member States in this endeavour.
Currently the ASEC is looking for qualified candidates to fill the position of Economist-Monitoring and Evaluation (Senior Officer Level) who will assist the AIMO Chief Economist/Director in undertaking the various functions of AIMO. The position will involve the design and implementation of monitoring tools
Duties and Responsibilities:
The Economist – Monitoring and Evaluation will provide substantive research, analytical, and statistical assistance in support of AIMO’s regional economic surveillance and monitoring work.
• Establish and manage a monitoring and evaluation system to track progress towards meeting program/contract results, indicators, and targets of ASEAN Economic Community (AEC).
• Manage and update the AEC Scorecard and prepare monitoring reports and analyses for various high-level meetings, including the preparation and review of strategic and operational work plans relevant to the implementation of the AEC Blueprint.
• Design and implement monitoring and evaluation tools and instruments, including development of statistical databases and indicator system in support of regional economic integration.
• Provide high-level policy and technical advice on various monitoring and evaluation issues related to regional economic integration, and assist with the analysis, evaluation and, preparation of data, as well as the formulation of conclusions and recommendations.
• Support the implementation of the ARISE Program’s M&E activities, in collaboration with the ARISE Technical Assistance Team.
• Support the strengthening of monitoring and evaluation within the ASEAN Secretariat in general, including the development of M&E components in project proposals.
Requirements:
• Advanced degree in economics and statistics (PhD desirable);
• Extensive knowledge and experience on monitoring and evaluation, particularly the development of M/E tools and system in the areas of regional economic integration or international development and economic cooperation;
• Excellent quantitative analysis background, with experience in empirical work, data collection systems, data quality assurance, analysis, and reporting;
• Ability to work both independently and as part of a team, as well as complete work in a timely manner;
• Strong report writing, coordination, and inter-personal skills;
• Excellent command of English, written and spoken; competency on use of econometric tools and other computer applications.
General qualifications:
Familiarity with diplomatic practices and protocol; ability to multi-task, to work long and irregular hours, and to perform outside the usual job scope; ability to function effectively independently and as part of a team; and a willingness to travel frequently on short notice.
Remuneration and Benefits:
The successful candidate will be offered the post with a probation period of six months and a monthly salary starting from USD 2,900. Other applicable benefits include subsidies for housing and medical expenses, and for education of dependent children; and gratuity. Upon completion of the probationary period, the candidate will be confirmed for a contract of up to three years, inclusive of the six-month probationary period, in the first instance.
