Position profile: Senior management position
Reportable to: Country Representative

Job purpose

The position is responsible for leading WaterAid Bangladesh’s policy and advocacy work in line with global and country strategy. Will liaise closely with policy makers and key stakeholders within the Water, Sanitation and Hygienje (WaSH) sector including the government, international agencies and partner NGOs to maximise organisation’s efforts and impact in promoting WaSH rights of people especially the poor and excluded.

Key responsibilities

• Lead the process of integrating policy and advocacy perspectives in programmes and develop appropriate operational policies, strategies and procedures
• Develop as well as manage implementation of the Policy & Advocacy strategies, undertake regular monitoring, review and analysis of sector policies and strategies and their implementation, identify gaps for strategic interventions
• Lead the organisation’s advocacy team to develop capacity of partner NGOs and sector actors
• Guide to design and implement advocacy related research work, preparation of advocacy case studies, thematic discussion papers and other relevant documents
• Do strong networking and campaigning across the national WaSH sector; and coordinate various activities of the WaSH sector in collaboration with other sector actors
• Influencing the policy makers on specific issues, keep abreast of national agenda and other agencies’ and programmes’ activities in order to target organisation’s advocacy work and identify new opportunities

Person specification

• Masters in Public Health / Social Sciences/ Development Studies/ Economics/ Gender/ Media Studies/ Journalism (higher academic achievements and experiences preferred)
• 10 to 12 years demonstrated working experience in advocacy and policy analysis field in development sector of which at least 5 years in Senior Management position with any reputed national/ international/ donor agency
• Excellent communication, facilitation, presentation, influencing and networking skills. Coordination and negotiations skills is a requirement
• Experience of networking, lobbying and/or campaigning work and in planning
• Proficient in coaching and mentoring and other capacity building initiatives/activities
• Professional skills in synthesising research reports and studies; publications of articles in the recognised journals is preferred
• Ample knowledge of policy and advocacy networks and social movements in Bangladesh and the South Asia region
• Self-motivated and able to work with minimal supervision in a diverse team environment
• Experience and knowledge on WaSH sector/ issues is desirable
• Understanding of rights based approach to development would be an added advantage
