OXFAM NOVIB Project Leader


Main goal of the function
To lead and implement programs and / or projects in cooperation with Country Offices and other program units in The Hague in order to achieve the program and/ or project goals which have a contribution to Oxfam's Mission. The Project Leader should have the skills and ability to work for different projects; upon organisational needs and following funding patterns, the Project Leader can be asked to move from one project to another. Information on the first assignment is provided below. The project leader is contract manager for back donor contracts.
Result areas
  • The realization of the program- or project goals and results, to ensure quality delivery and the further development of the program or projects;
  • The cost effective and efficient staffing (both quantitative and qualitative) of the program or projects;
  • The realization of sufficient (financial) resources to execute the program or projects;
  • Coherence between the program or project with other programs and projects, Country Offices and Oxfam goals;
  • Strong and effective coordination between Country Offices, relevant program units in The Hague and international partners in design and delivery of the program during inception and implementation phases;
  • Effective contract management of the project aimed at achieving results;
  • Realization of documented project knowledge for fundraising purposes and/or Innovation purposes;
  • Strong monitoring and effective mitigation of risks associated with quality delivery of the program;
  • To ensure development and delivery of an innovative monitoring, evaluation and learning agenda.
Main Tasks
  • Accomplishes the program or project, within budget, conform project plan and client/ donor/ sponsor contract, in a cost effective and efficient way;
  • Manages the program and/ or project team operationally, assigns tasks, gives instructions and involves relevant stakeholders;
  • Manages the progress of the program and/ or project observing the project management method (Money, Organization, Time, Risks, Information, Communication and Quality) and adjusts if needed;
  • Keeps the overview, analyses progress and in case of gaps, pro-actively proposes ways forward; Pro-actively mitigates risks and adjusts orders as needed in order to be administratively compliant (contract management);
  • Organizes the staffing and financial resourcing of the program or project in both a quantitative and qualitative manner;
  • Fundraises or ensures sufficient budget in order to strengthen, expand the program and/or project or to develop new projects including (re)presentation to relevant internal and/or external stakeholders;
  • Manages, monitors and ensures the coherence and cooperation between programs, (sub) projects, Country Offices and Oxfam;
  • Ensures learning & knowledge development and development of knowledge materials related to the project, contributes to the development and Innovation of the relevant Unit.
You
  • You are in possession of at least a HBO (Bachelor) degree in a relevant field;
  • You have a minimum of five years of experience in a similar position in a project-based international development organisation and/or (global) network;
  • You possess strong organisational skills and can show a proven track record in the financial and administrative set-up, contract managing, coordinating and leading of external and internal processes and multi-million, multi-country projects and programmes;
  • You have the ability to work in a project oriented manner in a changing organization, taking all the interests of the involved stakeholders seriously and remaining strongly focused on the end results;
  • You work independently, are pro-active and a problem solver;
  • You have experience in managing Monitoring, Evaluation and Learning activities;
  • You are result driven and customer focused; you have strong organizational skills and a structured approach;
  • You understand information quickly and understand the support needs of different audiences internally and externally;
  • Your experience in projects / programs on influencing and campaigning are considered to be an asset;
  • You have excellent analytical, communication and writing skills;
  • You have strong skills in cooperation, negotiation, and motivation of team members and colleagues;
* You have the ability to work directly and over distance with colleagues/partners;
* You are willing to travel if needed, including conflict areas;
* You have an excellent command of English and Dutch, both written and verbal. A good command of French will be considered a strong asset.

Oxfam Novib is committed to providing you with a competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors. The salary range for the position is set in scale 10 with a salary range between EU 2,942 and EU 4,528 based on 36 hours a week.

First assignment
The first project of the Project Leader's portfolio is to be the Contract Manager of "Towards a worldwide influencing network", the Strategic Partnership of Oxfam Novib and SOMO with the Ministry of Foreign Affairs within the Dialogue and Dissent policy framework.
Description of the Strategic Partnership
The Strategic Partnership (SP) is a joint partnership with SOMO and the Dutch Ministry of Foreign Affairs, covering a period of 5 years with an overall volume of approx. EU 77 million. The overall objective is to strengthen influencing capacity of local partners and Oxfam country offices, and to achieve change in three areas: the Right to Food, greater responsibility in Financing for Development and Conflict & Fragility. For each of the themes a Theory of Change (ToC) has been developed as part of a more elaborate program document. The SP is implemented by the Thematic Units in The Hague, alliance partner SOMO and in 17-25 Oxfam country offices which were sub-granted on the basis of project proposals. Impact measurement, methodological support to strengthen capacities and information management will be delivered by the Program Support and Impact Unit (PSI) of the Hague Office; technical and campaign support will be provided by the relevant program teams in the Thematic Units, next to related influencing work in the Netherlands. The position of the Contract Manager is a coordinator between all the different units and parties involved in the implementation of the SP. He/she will be part of the Strategic Partnership's Contract Management Team, in which also the three ToC Leads participate.
Main goal of the first assignment
The main goal of the job is to manage and monitor the successful delivery of this Strategic Partnership and to ensure proper and timely planning, implementation, monitoring of strategic support services and appropriate influencing work from The Hague, to ensure a learning agenda and quality reporting on content and finances.
