Administration and Finance Officer

JOB SUMMARY
The Administration and Finance Officer (AFO) serves as the primary liaison between the various teams within Mama Cash with a focus on ensuring that both grants administration and financial reporting to donors is timely and accurate. Responsibilities include reviewing grants for legal and administrative compliance, reviewing grants budgets, overseeing the release of funds for awarded grants and monitoring active grants to ensure adequate reporting and timely usage of restricted funds. The AFO also produces standard and tailored reports about the Mama Cash's programmatic work for use by the functional teams and management. This position also includes special projects relating to other aspects of the organisation's work such as preparing information, financial reports and budgets for donors and peer organisations, handing of administrative tasks, and preparing of payments. The AFO reports to the Senior Officer Finance & Operations. This position works as the primary liaison between the Finance and Operations team, the Programmes team and the Philanthropic Partnerships and Communications team.
ESSENTIAL JOB FUNCTIONS
Grants Administration
Managing the grant contract and payment process for awarded grants;
Reviewing grant budget and grant financial reports;
Reviewing grants for legal and administrative compliance;
Monitoring grantee progress reports and final reports;
Updating the Programmes team on the status of restricted funds available and preparing quarterly budget reports for the Programmes and Philanthropic Partnerships (institutional donor) Team on the allocation of grants to restricted funds;
Informing accounting staff of changes related to grant making (i.e. grant categories, budget allocations, etc.);
Ensuring that appropriate grant data is provided and collected for reconciliation purposes;
Preparing reports and gathering statistical information related to grantmaking for organization.
Finance
Preparing tailored financial reports to institutional and major individual donors;
Preparing both organisational and project-specific budgets for new funding requests;
Preparing overviews and reconciliations for annual accounts;
Support to bookkeeper during leave periods;
Responsible for the management of the quality management system (ISO).
Miscellaneous
Participating in cross-team projects and assignments;
Coordinating ad hoc projects as needed.
KNOWLEDGE, SKILLS AND ABILITIES
Commitment to Mama Cash's mission, vision and goals;
Knowledge about human rights organising, grantmaking, and the work of groups and organisations, particularly in the Global South and East;
Track record of building and collaborating with teams; strong interpersonal and communication skills; sensitivity and appreciation for diverse viewpoints and different communication styles in a politically and culturally diverse environment;
Demonstrated ability to take independent initiative and solve problems creatively;
Bilingual fluency in oral and written English and Dutch required and regional language (ex: Dutch, Russian, French, Spanish, etc.) preferable;
Superior organisational, administrative and project management skills, and ability to manage complex tasks, prioritize competing demands and issues, meet deadlines, and motivate others to do the same; 
Computer literate (proficient in MS Office, Excel, Exact, preferably Salesforce or other database programmes).
EDUCATION AND EXPERIENCE
Minimum 4 to 5 years substantive professional experience in a relevant field;
A Bachelor's degree in a relevant field is required and Master's degree is preferred (such as Economics, Business Administration, Finance, NGO Management);
Substantive experience with grantmaking processes and procedures preferred.
