Analyst, Early Warning for Early Action/Farmers Information System

Position: Analyst, Early Warning for Early Action/Farmers Information System
Contract: Local (No relocation)
Location: The position is preferably based in Mali or another WV location but on a local contract.
Purpose of the position:**
*EWEA/FIS=Early Warning for Early Action/ Farmer Information System
This position will be responsible for defining the requirements of the EWEA/FIS and for serving as a liaison between the business community and the IT organization to translate business needs into IT requirements.
The incumbent will be involved in all phases of the business case, design, development and implementation of the appropriate technology solution for gathering, processing and transmission of data to farmers, initially in Mali, then globally.

MAJOR RESPONSIBILITIES

  1. Conduct Research and Analysis of Existing EWEA/FIS in Mali and Globally:
  2. Undertake analysis of existing systems, gaps, needs.
  3. Review the outcome of the preliminary user needs assessment conducted in Mali.
  4. Mapping of relevant available data in Mali and Globally (external and internal)
  5. Review and assess consulting reports.
  6. Research the availability of external data sources (such as social media platforms, traditional news sites, and open data platforms) in relation to how the humanitarian industry is, can, and should utilize these sources to strengthen situational awareness.
  7. Determine requirements for integration with internal data sources (i.e. Horizon) with the aforementioned external data sources, coupling further strengthened situational awareness to predict impacts on programs.
  8. Define information and system’s requirements
Pilot level in Mali
  • Establish local system requirements based on user needs assessments outcomes and consulting reports.
  • Determine most appropriate technologies and methods for communicating with farmers.
  • Review mobile phone coverage and usage in the pilot area.
  • Determine information requirements based on mapping and user needs assessment, including trigger points.
  • Based on farmer information requirements carry out a feasibility study to establish if SMS technology could provide relevant feedback on early warning, market price alerts, etc.
. Together with the project coordinator in Mali, support the development of the radio program content according to farmer’s needs.
WVI Global level
  • Establish system requirements for meeting needs of World Vision International Partnership for EWEA/FIS.
  • Review WV EWEA Buster system and establish who currently uses the system.
  • With WV stakeholders, determine fit/linkage with BUSTER system, identify the platform design requirements, and establish WV requirements for gathering, processing, distributing EWEA/FIS data.
  • Determine data requirements
  • Carry out review of third party EW data gathering mechanisms to establish types and quality of EW data sources and approaches available.
  • Establish core indicators to be measured and respective data sources (determined by customer/ user requirements for information)
  • Establish balance of macro and micro data sources – i.e. localized information specific to individual communities vs national / global information that addresses trends and long-term forecasts.
  • Determine frequency and granularity of primary data gathering.
  • Review GIS data providers for relevance and accessibility of GIS data.
  • Review existing bodies that aggregate risk information - e.g. “FEWS Net”, to determine whether data feed from this source would support user requirements (i.e. farmers and WV primarily).
  • Identify and prioritize automated data analysis mechanisms (weighting parameters and severity thresholds for each indicator, relationship between different indicators, between indicators and outcomes.)
  • Support the design, development and implementation of the solution.
The analyst will act as the interface between the Pilot project team and the WV IT teams to ensure the requirements of the system are well understood and mutual collaboration is leading to timely delivery of the solution.
  1. Monitor user take up and improvements needed to the system
  2. Carry out WV user review once system has been developed (first in Mali and then with a wider group of countries in Africa TBD) to determine quality, reliability, and usability of EW information for early action decision-making processes.

KNOWLEDGE, SKILLS AND ABILITIES

List education, knowledge & skills, licenses preferred, and all experiences required to perform this position in a fully competent manner.
Minimum education, training and experience requirements to qualify for the position:
  1. University degree in the field of computer science, information system, business process or similar field (GIS)
  2. Proven analytical skills
  3. Excellent communication skills – both written and verbal (English and French)
  4. Proven ability to work as part of a team and with multiple stakeholders remotely
  5. Excellent IT skills, with an understanding of training methods
  6. Experience in GIS and Cloud Infrastructure management.
  7. Good administrative skills and attention to detail
List additional work experience required as a minimum qualification for this position.
  1. Experience of successful delivery of Early Warning Early Action systems
  2. Humanitarian and/or development work experience – preferably in the agricultural sector
Effective in written and verbal communication in English and French
Preferred Skills, Knowledge and Experience:
  1. Field level grant support an advantage.
List additional work experience preferred for this position.
  1. Some experience of working on a project or issue with multiple offices/ business units in an organization like WV – particularly around gathering information.
  2. Previous experience in a large or organization, academic or complicated environment an advantage
