Programme Support Officer (Project Development, Monitoring and Evaluation )


Core Functions / Responsibilities:
  1. Provide and consolidate inputs in view of developing responses, recommendations and approaches towards community stabilization and emergency response activities in Iraq, in line with the Mission’s strategy.
  2. Assist in the development of strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country, through a consultative process with senior and programme staff.
  3. Support the organization’s fundraising actions by maintaining regular contact with the donor relations counterparts and by developing, reviewing and submitting project funding submissions/proposals and appeals.
  4. Consolidate and analyze data on programme implementation and indicators in order to facilitate the preparation of interim and final donor reports as well as mission, regional and Headquarters periodic and activity-specific reports, as may be required.
  5. Undertake regular in-country and field visits in Iraq to assist in co-ordinating, evaluating and improving the planning, programming, implementation and monitoring of assistance projects.
  6. Assist in the overall integration and coordination of Monitoring and Evaluation (M & E) project frameworks and resources in partnership with the M&E Officer and Project Managers (PMs); support the development of M&E data collection and quality assurance tools for PMs and implementing partners.
  7. Assist with M&E data collection, analysis and reporting, and providing M&E specific inputs in the development of new proposals for negotiations and donor funding.
  8. Support and assist in liaising with relevant authorities, United Nations agencies, non-governmental organization and other stakeholders.
  9. Research, write, formulate and present any other documents necessary for project development, reporting and donor liaison purposes.
  10. Take part in the planning, organizing and coordinating of the Project Development/M&E Workplan and the development and updating of a project, reporting and contract schedule for all IOM Iraq projects.
  11. Keep accurate and pertinent records of all correspondence, project development and reporting files and administration information.
  12. Provide general administrative and technical support in preparation and organization of conferences, meetings, trainings and other events, communication and liaison with donors, counterparts, and the Government of Iraq.
  13. Perform such other duties as may be assigned.
