Director, Environment & NRM Programs
The Director of Environment/Natural Resource Management provides technical leadership in establishing, driving and integrating Pact’s environment platform. The Director will lead Environmental compliance, assessment and analysis where necessary for all Pact’s Environment/NRM projects and provide intellectual leadership and technical assistance to Pact in the design of new projects. The position requires the ability to lead and mentor technical staff around the world, win new business in line with our strategic priorities, mission, goals and objectives. The Director leads and develops the network of staff around the world who provide technical assistance and quality oversight to programs comprising Pact’s Environment portfolio. S/He leads and facilitates change to ensure that Pact evolves and adapts its technical capabilities in step with the evolving development trends, and the priority needs of countries where Pact is operational. S/He builds and leads enterprise-wide teams to develop and maintain an integrated portfolio of operational, metrics-based technical support expertise in support of Pact strategic plan, goals and objectives. The Director works across the organization, field offices and programs, to establish new programmatic synergies, develop products and tools, drive high quality programming and results. S/He takes an active role in the management of Pact’s knowledge, represents the organization in relevant forums and leads a global community of practice – made up of professionals from within and outside Pact - to help to advance Pact’s position as a leader in the Environment and NRM sector. The position requires the Director to work with the New Business Development group to define and attract new business opportunities and network with donors in the sector to position Pact and stay informed. The Director provides technical quality control and contributes to the technical design of proposals that ensure the strength of Pacts’ business development pipeline while assuring compliance with Pact standard operating procedures, relevant quality service guidelines, legislation, and all applicable national and international regulations. S/he is an involved member of the Program Management Team, which advises the Vice President of Program Advancement on a range of issues.
Specific Duties and Responsibilities:
Provide Technical Leadership for the Environment/NRM sector:
• Lead and define an integrated approach for Pact in the Environment/NRM sector
o Help Pact define its core approach to Environment/NRM;
o Help Pact apply its core strengths in capacity development, network strengthening,
governance and business and markets to enhance outcomes at the community level;
o Participate in design of evidence-based Environment/NRM projects;
o Provide technical leadership for Pact in environmental assessment, analysis and
compliance for all of Pact’s projects where applicable;
o Collaborate with virtual team members who are based outside DC or in one of Pact’s
field offices, to provide them with technical assistance so that field offices better
understand and are able to meet Pact and industry standards in the sector;
o Provide intellectual leadership to Pact within the sector by staying abreast of
trends, research findings and best practices and disseminating them to country
offices and relevant communities of practice;
• Position Pact as a leader in the field
o Play a representational role for Pact in relevant forums and work with our field offices
to develop and present papers that help build Pact’s reputation and image as a leader
within the sector;
o Help Pact demonstrate that its core strengths in capacity development, network
strengthening, governance and access to markets lead to measurable improvement
in natural resource management and people’s environments at the community level;
o Communicate Pact’s approaches and best practices at international forums and to a
wider community;
• Advance new business development
o Play a key role in defining and developing new business for Pact in the sector;
o Ensure that all proposals submitted by Pact in the sector are technically sound and
capitalize upon learning from other parts of Pact world;
o Network with donors and peer organizations active in the sector to build and
strengthen relationships and gather intelligence on up coming funding opportunities;
• Lead community of practice
o Facilitate a dynamic community of practice of Pact staff worldwide within the
Environment/NRM sector that serves to ensure continuous learning across all levels
of Pact’s offices;
o Coordinate efforts to identify and document Pact’s best practices in the sector and
disseminate to all field offices;
o Ensure the maintenance of a section of Pact’s intranet dedicated to the
Environment/NRM sector, which serves as a platform for sharing Pact internal and
external best practice documents, toolkits, curricula, and relevant research;
Participate Actively in the Program Management Team:
The Program Management Team, which includes all Program Advancement Directors, meets regularly to ensure there is integration across sectors and core competencies and to advise the VP of Program Advancement on higher level decisions affecting the department and Pact as a whole. This Program Management Team serves as a forum for adjusting Pact-wide program strategies, developing annual Program Department work plans and budgets, agreeing upon programmatic policies and quality standards, planning and overseeing the implementation of core competency capacity-building investments in Pact staff, both in DC and in the field.
Qualifications:
• Experience in or demonstrated knowledge in one or more of:
o Biodiversity Conservation: Conceptual modeling of biodiversity threats, design of
landscape level conservation projects, identification and analysis of economic
alternatives to destructive behaviors, basic principles of conservation biology,
a range of conservation experience (forest, savannah, marine, desert, etc)
o General NRM: Community-based NRM planning and implementation, basic
understanding of agriculture, community forestry management, business and
economic development skills related to NRM products and livelihoods
o Climate Change: understanding of the science of climate change, familiarity
with carbon markets, carbon market mechanisms (REDD, CDM, etc.), climate
mitigation and adaptation and how they relate to NRM and development
• Ability to establish and sustain interpersonal and professional relationships with Pact
staff at all levels, in donor organizations and in peer organizations.
• Knowledge of USAID environmental compliance regulations and procedures.
• Experience working with host country governments in developing and implementing
policy.
• Experience in the technical design of biodiversity conservation and NRM projects, with
a focus on community-based programs and strengthening the capacity of civil society
organizations and local level government.
• Deep knowledge and understanding of USAID and a variety of other donors, including
bilateral and multilateral donors, foundations and corporations.
• Fluency in English and demonstrated English-language writing and analytical skills.
• Demonstrated skills in team management and leadership.
• Demonstrated facilitation and presentation skills.
• Demonstrated program development and design skills.
• Understanding of gender analysis and integration at the project level.
• Ability to travel frequently.
• Ability to perform and prioritize multiple tasks.
• Proficiency in word processing, spreadsheets, statistical analysis and database skills.
• Strong oral and written communication skills.
Education and Experience Requirements:
Required:
Master’s or PhD in environmental science, conservation, forestry or related area
At least 8 years progressive senior-level experience in the sector
At least 5 years or more working overseas in country-based programs
Demonstrated thought leadership on international environment or natural resource management issues
Documented success in raising project funding in the Environment/NRM Sector
Preferred:
Fluency in a language other than English
Publication of relevant journal articles, book chapters, or technical reports
