Chief of Party II, West Bank
| Project Summary: | The Expanded and Sustained Access to Financial Services (ESAF) program aims to improve access of Palestinians to financial services, especially their banking sector and the home mortgage and insurance sector. ESAF has just completed three successful years out of a four year, US $36,299,986 million program. The project was original awarded in September 2008 under the Financial Integration, Economic Leveraging, Broad-based Dissemination and Support Project (FIELD-Support), which AED manages in conjunction with a consortium of leading microenterprise development providers. The remaining year of the ESAF program will focus on two main components: • Financial and/or Technical assistance to the Palestinian Monetary Authority (PMA) to continue reforms established and to broaden and deepen the outreach of the Palestinian banking sectors to better support economic growth. This includes providing strategic guidance and capacity building of key PMA staff, especially around the issues of electronic banking, Islamic finance, and bond issuance. |
| Position Summary: | The Chief of Party will provide strategic and operational leadership for the program. S/he will serve as the overall field-based manager for the program and will be the day-to-day point of contact with USAID/West Bank and relevant stakeholders and partners. |
| Essential Job Functions: | • Provide strategic and technical leadership to the project, especially concerning capacity building for the PCMA’s mortgage, leasing and insurance directorates; lead the program’s strategic, financial, and operational planning, including the annual work planning process; • Provide financial institution partners with technical assistance and training to define business strategies, products, new market segments, etc. to improve their ability to deliver new or refined services; and • Ensure that strong relationships are built and maintained between ESAF, regulators, financial institutions, donors and USAID to facilitate clear communications and ESAF project effectiveness; • Supervise a team of at least three staff in Ramallah and short term technical assistance experts; coordinate short term technical assistance to address banking reforms that align with the PMA’s goals and objectives such as bond issuance, Islamic banking and electronic banking. • Work with other donors and appropriate government bodies to build an enabling environment for financial service provision in the West Bank and Gaza. • Receive and respond to guidance from the USAID Agreement Officer’s Technical Representative (AOTR); review, report, and certify performance results of all partners to USAID; • Maintain established systems of programmatic support for the program (including financial, capacity building and performance monitoring and reporting) and support the effective use of program resources in compliance with USAID regulations and FHI 360 policies; • Coordinate regular reporting to and communication with the Washington, DC-based FHI 360 LWA team and ensure timely project compliance with all reporting and financial requirements of USAID; • Oversee the monitoring and evaluation and knowledge management activities, ensuring that the experience and results of the team are captured, analyzed, and disseminated to USAID and the broader community of professionals; • Inform FHI 360 Headquarters on all matters relating to the project, and maintain appropriate links with partners’ home/country offices, as necessary; • Serve as primary representative of the Project in West Bank to USAID, donors, other partners, and clients; and • Ensure accurate and proactive dissemination of information about the Program The above statements are intended to describe the general nature and level of work being performed by people assigned to this job. | Education: | Masters in one of the following or related fields: Business Administration or Development Economics or Development Management or Economic Development or International Development or Project Management required or equivalent combination of education and work experience. |
| Experience: | 12 year(s) of relevant experience required Specific Knowledge Requirements: • Strong background in regulatory reform issues, especially regarding capacity building and the enabling environment. • Deep knowledge of banking and broader financial sector issues, especially regarding bond issuance, mortgage products and/or insurance • Strong background in banking sector reform/development inemerging economies; • Experience in managing multi-million dollar projects with local and international partners; • Experience working in conflict or post-conflict settings or other complex environments; • Experience in strategic planning, management, and budgeting; • Strong leadership and supervisory experience. • Familiarity with USAID regulations and policies. |

| Skills: | • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations. • Ability to develop relationships and a common vision among stakeholders; • Ability to interact with officials and organizational representatives at various levels and to develop collaborative working relationships; • Excellent oral and written communication skills; and • Fluency in English; proficiency in Arabic language desirable. |
