Electoral Support Specialist (proposal recruitment)

FHI 360 is recruiting for the potential position of Electoral Support Specialist on the USAID-funded Programme Gouvernance et Paix au Senegal (PGP-Senegal), a 4.5 year, $20 million program to improve democracy, governance and national reconciliation through four primary objectives: 1) transparency and accountability; 2) fiscal decentralization and local governance; 3) citizen participation; and 4) dialog for social stability.

The Electoral Support Specialist will be responsible for the overall management of elections/citizen participation – related activities.

This position is not currently open and available, however we anticipate it will become open within the next 60 days.

Responsibilities include:

• Develop, manage, and execute technical plans and activities focused on electoral reform, civic education, and citizen participation;
• Coordinate relationship between elections-related activities and all other aspects of the program;
• Liaise with stakeholders and build between institutions, organizations and parties;
• Build the capacity of the Elections Commission to supervise the electoral process, strengthen civil society partners to advocate for free and fair elections, and prepare political parties to fulfill their role.


Qualifications:

• Demonstrated management and leadership skills working with large, complex programs particularly in West Africa
• Minimum of ten (10) years experience in elections-support programs, especially in West Africa
• Excellent and proven bilingual language capability in French and English
• Strong interpersonal and communication skills
• Demonstrated ability to think strategically and transmit his/her vision to partners and colleagues
• Experience managing and reporting on large donor-funded programs
• Graduate degree in relevant field
