Position Summary

IREX seeks candidates for a Chief of Party to work on a potential new program to support Uganda’s Ministry of Education and Sports to provide high-quality literacy and HIV/AIDS education. The Chief of Party will maintain overall responsibility for meeting program objectives and will be based in the capital city. The position is contingent on funding.

Candidates should be able to demonstrate experience in implementing and managing literacy development programs in the region, and have a proven track record of providing expertise through training, mentoring, analysis or on-site consulting in the following areas:

  • Expertise in best practices of literacy and numeracy instruction, teacher motivation, HIV/AIDS and education, and technology for education
  • Ministry of Education-level capacity building.

Duties & Responsibilities

IREX COPs maintain overall responsibility for meeting program and budget objectives. Among other duties, the COP will:

  • Provide vision and strategic direction for the program
  • Develop and implement a plan of activities to meet program objectives
  • Develop and maintain effective partnerships with local organizations
  • Serve as primary liaison with donor(s)
  • Coordinate with local, regional and international organizations active in the education sector
  • Manage and mentor project staff
  • Coordinate with home office
  • Oversee project budgeting and ensure budget discipline
  • Oversee monitoring, evaluation and reporting on program activities

Qualifications

  • Minimum 10 years professional experience in basic education/literacy development preferred
  • HIV/AIDS services delivery, and organizational development experience helpful
  • Demonstrated commitment to education professionalism and development required
  • Demonstrated ability to design and deliver effective capacity building programming and/or professional consultations in one or more of the mentioned areas of education sector support
  • Regional experience strongly preferred
  • Experience managing donor-funded activities required; USAID experience strongly preferred
  • Demonstrated ability to lead and develop staff, manage budgets and plan strategically and creatively to meet specified objectives
  • Strong representational and organizational skills required
  • Ability to communicate professionally and provide written reporting in English required; knowledge of additional languages preferred
