Salary: All-inclusive remuneration package of R406 839 per annum. The package includes a basic salary (60% of package), the State's contribution to the Government Employees Pension Fund (13% of basic salary) and a flexible portion of 40% that may be structured in terms of applicable rules. The successful candidate will be required to enter into a performance agreement within 3 months of assumption of duty (Ref. DD/CEOR/2011)

Requirements:
- An appropriate Bachelor's degree or equivalent qualification in the field of Social Science or Public Sector Management and Administration
- An appropriate postgraduate qualification would be advantageous
- Knowledge of the Public Service Regulatory Framework
- Proven experience in research on service delivery issues and in writing concise and accurate reports based on empirical data
- Proven project management skills/experience
- Proven research and analytical skills
- Good presentation skills
- Proven verbal and written communication skills, including report writing skills
- Sound interpersonal skills and the ability to think creatively
- Sufficient computer skills and experience in the Microsoft Office suite, ie Word, Excel and PowerPoint
- Experience in the use of data analysis software, such as SPSS, would be advantageous
- A valid driver's licence and willingness to travel
- Applicants should specify in their CVs publications they have authored or to which they have made a substantial contribution, such as research reports or articles.
Key performance areas:
- Conduct research on and do evaluations of service delivery improvement measures and the impact of the application of public administration principles on service delivery
- Monitor and evaluate compliance with policies relating to improving efficiency and effectiveness in Public Service delivery
- Manage the execution of projects
- Collect and analyse information
- Apply appropriate evaluation methodologies
- Provide creative solutions for service delivery challenges
- Promote service delivery practices in the Public Service.
