Salary: All-inclusive remuneration package of R685 200 per annum. The package includes a basic salary (60% of package), the State's contribution to the Government Employees Pension Fund (13% of basic salary) and a flexible portion of 40% that may be structured in terms of applicable rules. The successful candidate will be required to enter into a performance agreement within 3 months of assumption of duty (Ref. Ref D/CE/2011)

HEAD OFFICE, PRETORIA

Requirements:

• An appropriate Bachelor's degree or equivalent qualification (NQF level 6) in Public Management/Social Sciences or a related discipline, plus management experience
  
• An appropriate postgraduate qualification would be advantageous
  
• Knowledge of and experience in the application of the provisions of the relevant legislation and regulations that govern public service delivery: Constitution 1996; Public Service Act 1994; Public Finance Management Act 1999; White Paper on the Transformation of the Public Service 1995; and White Paper on the Transformation of Public Service Delivery 1997 • Experience in social science research, including the writing of reports for publication
  
• Appropriate experience in project management
  
• Good written and verbal communication skills
  
• Financial management skills
  
• Supervisory and people management skills
  
• Sufficient computer skills in the Microsoft Office suite, ie Excel, Word, PowerPoint and SPSS package
  
• A valid driver's licence and willingness to travel extensively are essential
  
• Applicants should specify in their CVs publications they have authored or to which they have made a substantial contribution, such as research reports or articles
  
• Proven managerial record.

Key performance areas:

• Conduct and manage citizen satisfaction surveys, citizens' forums and service delivery inspections
  
• Monitor and evaluate the implementation of recommendations made by the PSC emanating from its consultative evaluations
  
• Investigate regulatory compliance with selected regulatory frameworks in the Public Service
  
• Monitor, evaluate and manage other relevant consultation programmes in the Public Service
  
• Contribute to the transversal monitoring and evaluation processes within the PSC
• Promote good governance in Public Service delivery.
