Finance Officer III, Center for AIDS & Community Health

Job Description:

Project Summary: FHI Development 360 is implementing a 5-year, USAID-funded HIV/AIDS project in the Dominican Republic. The project will provide focused technical assistance, institutional strengthening to the Government of the Dominican Republic (GODR) for the implementation of selected HIV/AIDS prevention, treatment and care programs; 2) provide technical assistance to NGOs, CBOs and FBOs that will receive grant assistance for HIV/AIDS program implementation; and 3) implement a grant program to NGOs, CBOs and FBOs for the implementation of HIV/AIDS prevention, treatment and care.
Position Summary: The Finance Officer III will support the project in overall field-level financial management. The Finance Officer III will liaise closely with the Finance Manager based in Headquarters to provide financial monitoring and appropriate guidance to field-based project staff to ensure the fiscal well-being of the project. This person is responsible for providing information on the status of project finances to the Headquarters Finance Manager and project directors. The Finance Officer III will supervise field-based staff to ensure that procurement, budget modifications, grantee financial modifications, and all other financial processes at the field level are executed in a timely manner.
Essential Job Functions: • Monitor and maintain project budgets in Excel, preparing budget modifications as necessary as well as the preparation of monthly budget pipelines.
• Oversee the maintenance of project finance and contract files, ensuring complete and proper backup/audit documentation.
• Monitor costs against budgets and obligated funds.
• Oversee and coordinate the submission of financial reports (imprests) to Headquarters office work with Headquarters Finance Manager to ensure adequate cash availability to the project.
• Process monthly wires sent from the Headquarters office as necessary.
• Review all invoices and vouchers from grantees and vendors.
• Support Headquarters Finance Manager to process expense reports, consultant fee payments, vendor invoices, purchase orders, and consultant agreements.
• Prepare financial reports for submission to FHI 360 Headquarters.
• Assist and train field-office support staff in FHI 360 procurement and financial processing systems.
• Assist the field office Grants Manager in reviewing current grantee activities in order to plan and budget for upcoming periods.
• Maintain accurate filing system for central project files.
• Other duties as assigned.

Education: Masters in one of the following or related fields: Accounting or Business or Business Administration or Economics or Human Resources Management or International Development or Management required or equivalent combination of education and work experience.
Experience: 5 year(s) of relevant experience required

Specific Knowledge Requirements:
• Must have high level of knowledge and experience working with US government federally funded programs or international NGOs.

• Must have knowledge of budget preparation, project cost analysis, financial reporting, accounting principles and general financial management.

Special Requirements: This job will require a criminal background check.
Skills: • Proficiency in English and fluency in Spanish required.
• High degree expertise and competency with: MS Excel, Word and Quickbooks.
• Excellent problem-solving skills and ability to analyze data; conceptualize, perform, and apply mathematical skills; and develop financial processes.
• Excellent organizational, verbal, and written communication skills;
• Ability to work independently, efficiently, and to assess priorities with a high level of accuracy.
• Demonstrated capacity to manage and coordinate complex and diverse tasks, as well as demonstrated attention to detail.
• Excellent interpersonal skills and ability to work well (especially under pressure) with project staff, grantees, and stakeholders.
Additional Information:

Supervisory Responsibilities:
Will supervise 2-3 finance and grants staff, 2 administrative staff; 3 drivers; 1 janitor.

Typical Physical Demands:
Limited to office work, no heavy lifting.

Working Conditions including Travel and Overtime:
Minimal domestic travel (15%)
