Grants Manager (PROPOSAL RECRUITMENT)

FHI 360 is recruiting for a Grants Manager who will be responsible for providing grants oversight and capacity building to local partners for a USAID-funded program that will work with youth in the Dominican Republic. This proposed five year program will integrate education, health, community development, and workforce skills into one program with a focus on serving youth in a coordinated, multi-sectoral effort. He/she will be responsible for supporting the Chief of Party in reviewing grant awards for responsiveness, cost realism, risk management, and compliance.
Job Responsibilities:
Administers the grants process to ensure technical, contractual, and financial compliance with USAID regulations and FHI 360 policies.
• Builds capacity and mentors grantees to strengthen financial management systems,
budgets, and reporting requirements
• Works with local grants staff and partners to monitor grantee compliance and provide
support to on-going grant recipients
• In coordination with FHI 360’s contacts staff and the Chief of Party, develop a grants
manual and implement the grants procurement and selection
• Compile all relevant grant packages for review by FHI 360 contracts staff
• Monitor financial management of grants by developing a monitoring process that
incorporates site visits and review of financial and administrative reports
• Develop and maintain all files related to grantees and develop and maintain a tracking
system that monitors grant deadlines and deliverables

Experience and Qualifications: At least five years of experience working with USAID-funded contracts/cooperative agreements and knowledge of USAID policy, procedures, and procurement regulations is required. Masters in education, social science, finance or a related field is preferred. He/she must have project and budget management experience and thorough working knowledge of the grants cycle and grants program design. Strong computer skills are required, specifically knowledge of MS Word and Excel. He/she must possess excellent time management skills, establish priorities, meet tight deadlines, and be very detail oriented. Strong English communication, reading and writing skills and fluent written and spoken Spanish is required.
