Operations Manager

Job Description:

Project Summary: The Center for Environment, Energy and Economic Development (CE3D) designs and implements programs that enable communities and their stakeholders to think and act strategically in adapting to an ever-changing world in which they live and work. CE3D develops sustainable solutions to an array of environmental, energy, and economic development challenges through system-wide, institutional, and individual behavior change, communication, training, and education strategies. Such efforts are driven by a strong commitment to obtain twin objectives of maintaining and improving environmental quality and livelihoods as well as promote well being and stability for diverse populations. This is achieved through the provision of technical assistance, advisory services, guided practice, and capacity building support. At present, the Center has staff based in Washington, DC and project offices around the world. CE3D currently implements a portfolio of projects valued at close to $50 million.
Position Summary: The Operations Manager is responsible for ensuring the smooth operation (including start-up, implementation, and closeout) of the Center’s portfolio of projects, programs, special activities, and business development initiatives. Under the supervision and guidance of the Center's Senior Finance and Operations Director, s/he is responsible for implementing, monitoring, and improving the systems and procedures used by all Center projects, activities and staff.

S/He will also serve as a principal liaison for CE3D with staff of FHI Development 360 LLC (FHI360) Central Services, the Social Change Group Business Manager, as well as counterparts with other FHI 360 Center.

Essential Job Functions: • Assume a leadership role in day-to-day management of the Center’s project portfolio. Provide training and mentoring to Center administrative staff in the home office. Work closely with Center Vice President & Director to confidentially address personnel issues for U.S. and local hire employees by clarifying salaries, benefit packages, and career development. Monitor the Center’s workflow to assure that activities are carried out in a timely, effective, efficient way.
• Serve as the Center’s key administrative representative with the Group Business Manager as well as Human Resources, Accounting, Facilities, Information Technology, and Contract staff on CES-related issues and activities. Ensure that Center staff has access to the equipment and resources (financial, capital, and personnel) necessary to complete their work on-time and within budget, while producing high quality products or delivering high performance services to diverse clients.
• Oversee the timely and cost-efficient preparation and production of administrative reports and other contract or cooperative agreement deliverables.
• Coordinate all facets of hiring consultants including: recruiting, hiring, arranging travel and travel advances, requesting country clearances; initiating consultant agreements and work orders; tracking consultant requests to the Contracts Department for execution; monitoring consultant performance and deliverables; approving daily rates, reviewing consultant fee payment requests, and ensuring timely and accurate payments.
• Manage project subcontractors: initiate subcontract award and modification process working with project technical staff and FHI360 Contracts to make required changes to subcontractor SOWs and budgets; review subcontract invoices for accuracy and initiate subcontractor payment requests for approval and submission to FHI360 Accounting.
• Ensure that all Center procurement actions follow U.S. Government (i.e., FAR, AIDAR, 22CFR226) and FHI 360 rules and regulations; manage the solicitation process for the acquisition of goods and services; advise staff on setting specifications and parameters; initiate Purchase Order (PO) requests; forward PO requests to the Contracts Department for execution; track PO requests; and monitor vendor performance.

• Provide support to the Center Vice President & Director and Contracts Office for identifying, clarifying, and expediting operational and contract issues arising with other contractors (prime and sub), collaborating institutions, or clients (USAID, World Bank, etc.).
• Act as the primary point of contact for Center staff and Contracts with regard to contract or cooperative agreement deliverables, potential conflicts of interest and activities which may fall outside of a particular SOW; and enlist the assistance of Contracts in making determinations on contractual issues when necessary.
• Assist in or supervise the preparation of deliverables as specified in the contract, ensuring they are completed in a timely and efficient manner. Prepare administrative reports, project deliverables, and other documents for clients and FHI360 (i.e. quarterly and annual reports, work plans, R-4 requests).
• Supervise field office operations and provide guidance to field office staff on administrative, contractual, and financial procedures including assisting with project start up and close out. Work closely with CE3D staff (home office and field operations), and other departments to resolve issues that may affect project operations and administration.
• Assist in managing Center communication and outreach activities, including conferences, publications, activity reports and dissemination.
• Serve as a proposal coordinator for Center’s development efforts.

Education: Masters in one of the following or related fields: Business or Economics or Management or Public Administration required or equivalent combination of education and work experience.
Experience: 7 year(s) of relevant experience required

Specific Knowledge Requirements:
• Experience in administrative management of USAID contracts and cooperative agreements, with concentration planning, management and oversight.
• Knowledge of cash flow analysis and expenditure projections; experience with scope of work changes and budget modifications essential.

• Strong knowledge of U.S. Government (22CFR226, FAR and AIDAR) procurement regulations; experience with executing purchase orders and consultant agreements.
• Demonstrated knowledge of contract, program, and implementation issues associated with USAID project designs, including budgeting, communication, and personnel.
• Knowledge of and experience in managing the proposal development process.
• Proficiency or demonstrated working knowledge in a Windows environment (Microsoft Word and Excel).
• Experience with report writing to include the development and production of financial reports and analyses.
• Prior experience with environmental protection, energy, agricultural, natural resources management, economic development, enterprise development, or microfinance projects highly desirable.

• Proficiency or demonstrated working knowledge in a Windows environment (Microsoft Word and Excel).

• Ability to work independently and take responsibility for own actions; assess priorities; simultaneously manage multiple tasks; competently perform a variety of activities with a high level of accuracy; and enjoy the challenge of working in fast paced work setting.

• Excellent problem-solving and interpersonal skills; poise, sensitivity, and ability to interact with diverse organizations (government agencies, developing country entities, NGOs, and for-profit firms) and people from different cultures and backgrounds.

• Excellent written communications skills with fluency in written and spoken English and a second language, preferably Spanish, French, or Arabic.

Additional Information:

Supervisory Responsibilities:
No immediate supervisory responsibilities. Maybe 1-2 junior staff in the future.

Equipment To Be Used:
computers, fax machines, telephones, photocopiers, etc.

Typical Physical Demands:
Sitting at work station for most of the day. Walking to meetings and paperwork to central services departments.

Working Conditions including Travel and Overtime:
• Willingness and flexibility to travel (up to 10% time annually) internationally for short (1-2 week) assignments.
