Pakistan Field Base Administrator

Postion Location: Thatta - Sindh Province

Position Duration: 12 months

The Support Administrator will be responsible for the human resource and financial management of the base, plus the training of local staff on ACF administrative procedures

Overall Objectives: • To ensure the proper follow up of the admin procedures and HR procedures in the mission and in the country. • To continue the training local staff in ACF administrative procedures • Additional support to the field bases in the country in administration as needed

Objective 1 : Management of the human resources of the base In liaison with Admin Co responsible for:

 Participate in the recruitment of the administration staff of the bases  Implementation of national human resources policy and procedures at base level Payment of salaries, and taxes and social charges to the relevant authorities Providing support and guidance to all managers in human resource management including, but not limited to, warnings, dismissals, recruitment, promotion, evaluation, resolution of conflicts. Labour legislation – ensure compliance with national legislation (employment contracts, internal regulations, records of employment taxes and contributions, etc.) Participate to the review of internal regulations and salary scale 

Objective 2 : Support the financial management of the bases In liaison with Admin Co responsible for: Cash Management :

 Controlling bank transfers, money withdrawal, cash management  Security of the money in the premises and during transfers Treasury: cash flow, bank accounts, managing the cash ledgers in the field, following up of transfers- between the field and capital  Ensure that cash counts are enacted daily and that amounts correspond to the accoutancy Act as a signatory for the base bank account and validate treasury transfers for the base 

Accountancy and Finance:

Accountancy: supervise monthly book-keeping and verify all accounting entries before transmitting the accountancy to the capital Ensure the implementation of standard ACF Administration procedures Ensure the proper management of finances on the base (under the supervision of Admin Co) including planning, authorization of expenses, and reporting. Train on the administrative / financial capacity of the administration staff/expat of the bases on ACF procedures and the non admin staff when needed Collaborate intensively with all departments to ensure the most effective management of the budget Responsible for the financial authorization of the expenses done on the base  Provide monthly commentary to Administration Coordinator on budgets concerning the base Act as a financial and budgetary reference point for stakeholders in the base 

Objective 3 - To train national administration team in Sindh

Train and continually develop the administrative / financial capacity of the administration staff in the base Train the expatriates in financial / HR procedures (sensitization to budget follow-up, recruitment, evaluation, etc) in the bases Audit as necessary 

Objective4 : - Assist the cash based intervention activities In liaison with Admin Co responsible for:

Support the cash based intervention activities  Work closely with the food security and logistic department to ensure the correct used of cash for the cash based intervention Ensure good relation with the financial institutions to ensure the best support for the cash base intervention 

REQUIREMENTS:

Experienced administrator in both finance and human resources Experience using SAGA accounting software preferred Degree in economy or finance Experience in human resources management Experience in finance management High degree of independence Rigor, organization, and attention to detail Diplomacy, excellent communication skills Good level of English Ready to work as a team, and good communication skills
