Program Manager - Swaziland

Program Manager will have overall responsibility for ensuring that necessary clinical and support staff are in place to implement the Soka Uncobe program, a Swazi MOH lead National Program to circumcise men and boys to prevent the further spread of HIV.

Responsibilities:
  • Serve as the Human Resources technical lead, and advise about all HR related issues pertaining to the Soka Uncobe field teams.
  • Forecast HR needs (team numbers and team composition) per the Soka Uncobe implementation plan
  • Responsible for overall placement of all Soka Uncobe MC HR, in close collaboration with local partners and the Ministry Of Health
  • Work closely with Jhpiego’s HR Program Assistant, Finance Manager, Administration Assistant, Clinical Team and Regional Coordinators to oversee all Jhpiego MC field staff
  • Triage HR issues arising in the field to the appropriate contracting organization
  • Liase with SU staff placed at Emergency Preparedness and Response (EPR)
  • Resolve interorganizational HR issues such as holiday coverage, on call, leave allowances/requests, etc.)
  • Lead recruitment and selection of new staff as needed
  • Oversee the expatriate volunteer doctor program
  • Support logistics, i.e. transportation (emergency and staff), catering (staff and client), and staff accommodation in relocation sites
  • Coordinate and lead monthly site coordinator meetings
  • Assist with the coordination of Soka Uncobe campaign orientations
  • Draft weekly, monthly, and quarterly HR reports
  • Work collaboratively with Baltimore and field staff to ensure that resources for effective and timely program implementation are available
  • Work collaboratively with finance staff to prepare and track the progress of project and activity budgets
  • Ensure timely, accurate and appropriate reporting of program activities and results to the prime and the donor
  • Ensure compliance with Jhpiego and JHU operational policies and regulations
Required Qualifications:
  • Advanced degree with 3+ years’ experience managing international health programs
  • Excellent attention to detail and highly organized
  • Strong programming, management and technical skills
  • Knowledge of international and USG donor agencies and private sector foundations
  • Demonstrated skills in the technical side of program implementation
  • Experience in the development of strategic and tactical plans in cooperation with other stakeholders
  • Ability to interact with established networks of senior level international health professionals, donors, universities and other partners
  • Team player with good perspective of field programs
  • Ability to manage several major activities simultaneously
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Strong change management, results oriented and decision making skills
  • Excellent presentation skills and verbal and written communications skills
  • Excellent skills in facilitation, team building and coordination
  • Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment
  • Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings
