Sr. Monitoring & Evaluation Advisor provides assistance for TB/HIV/AIDS, family planning, reproductive health, maternal and child health, and programs, including designing, conducting, analyzing and reporting on evaluations and operations research studies and establishing and maintaining routine monitoring and reporting systems. Mentor Monitoring & Evaluation Advisors and build the capacity of program and field staff to implement quality monitoring and evaluation systems and activities that meet standards for data quality and data use. Support Jhpiego's program implementation, data-based decision-making, and ability to report results as needed at all levels. Contribute to organization-wide initiatives to produce innovative technical solutions to health systems problems. Document and disseminate program results to Jhpiego staff, partners and funders. Work collaboratively with key Global Program Operations staff in program planning for monitoring and evaluation activities, budgets, timelines, and level of effort requests. Assist as needed in monitoring and evaluation related aspects of business development, materials development, and knowledge management. |
| Responsibilities: |
- Assist Jhpiego staff in the development, implementation, and quality assurance for monitoring and evaluation systems and activities
- Contribute to overall strategy and implementation of MER Unit activities
- Lead the evaluation of new interventions and learning models
- Represent JHPIEGO in professional circles through meetings, conferences and presentations
- Serve as Acting M&E Director, as needed
- Provide leadership and mentoring to Program Officers and M&E field staff
- Provide technical leadership and guidance to Jhpiego leaders and senior staff in planning and implementing appropriate M&E systems, activities and technical assistance
- Provide leadership for the building and strengthening of Jhpiego capacity in MER
- Provide technical assistance to country program offices on development and implementation of monitoring and evaluation systems
- Conduct evaluation studies for Jhpiego programs including development and implementation of study protocols, submission of study documents to institutional review boards, guidance and oversight to ongoing study activities, timely data analysis, synthesis and dissemination of findings and identification and training of appropriate personnel as evaluation team members
- Report research and evaluation results and provide guidance to the organization on the programmatic implications and application of the findings
- Write technical components of materials, publications, journal articles (in collaboration with program staff) and reports, including research and program reports interpreting M&E data for various audiences appropriately, including donors, the scientific community, and the general public (press releases)
- Coordinate and/or represent Jhpiego in professional circles through meetings, conferences and presentations
- Ensure quality, consistency and adherence to standards and best practices for M&E across the organization
- Provide technical assistance and mentoring to staff in the MER Unit
- Keep abreast of emerging research in the field
- Help identify research opportunities
- Provide technical assistance with research study design and data collection instruments
- Manage the ethical review process and serve as principal Investigator or co-investigator as appropriate
- Provide guidance for translating operations research findings into practice programming
- In collaboration with program and financial staff in Baltimore and in field offices, ensure that the necessary M&E planning, budgeting, and management activities occur to facilitate smooth and efficient program functioning; help track M&E budgets in the projects supported
- In collaboration with the MER Director and other senior M&E staff, approve all program M&E strategies, frameworks and indicators and study protocols and instruments
- Develop and maintain excellent relationships with colleagues in country, program partners, donors in country, region or worldwide
- Work in collaboration with other offices to ensure that resources for program M&E implementation are available to the field
- In collaboration with financial and program staff, prepare and track the progress of project and activity budgets related to M&E
- Oversee the work of Jhpiego consultants and subcontracting agencies in working in country
- Supervise MER Unit staff at request of Director of MER
- Advocate on behalf of Jhpiego and identify new business opportunities and potential new funding sources and partners

| Required Qualifications: |
- Advanced degree in public health, international health, epidemiology, biostatistics, population or related social science
- 12+ years’ M&E experience of TB/HIV programs
- Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi Info, Stata, MS Access
- Experience working with international and U.S. donor agencies and private sector foundations
- Comprehensive understanding of current global health funding priorities and players
- Understanding of Global Health and development approaches
- Knowledge in a range of applied research, program monitoring and evaluation techniques in a variety of context, regions, and health intervention areas
- Proven leadership and management skills and the ability to work successfully with project teams/comfortable with a team approach to programming
- Demonstrated self-management, i.e. motivation, dealing with pressure, adaptability
- Strong change management and decision making skills and results oriented approach
- Interest and enthusiasm in learning new technical skills as required by new projects and new technologies adapted within the organization
- Sensitivity to multiple cultures and work styles
- Aware of and sensitive to working in multiple socio-economic settings with multi-cultural groups in a developing country environment
- Experience working in cooperation with colleagues who represent a wide range of interests and needs

- Ability to travel internationally 30% time
