Consulting Opportunity – Public Financial Management Adviser – Jakarta
The Australia Indonesia Partnership for Economic Governance (AIPEG) is an AusAID-funded project assisting Indonesia to undertake important economic and financial policy reforms. Norton Rose Australia, as the Managing Contractor, is seeking proposals from qualified Public Financial Management (PFM) professionals for a long-term consultancy (12 months with possible
extension) in Jakarta, Indonesia.
The PFM Adviser will coordinate the development and oversee the implementation of a PFM support program to the Ministry of Finance and Bappenas that enhances the capacity of line Ministries to more effectively and efficiently execute their responsibilities in budget preparation and allocation, and intergovernmental fiscal transfers.
The duration of the appointment will be one year but there is a strong likelihood that the position will be extended. The successful candidate will be expected to have more than 10 years of PFM experience in a large public sector institution, including senior management experience, a Master’s degree or PhD in an appropriate discipline, and be able to demonstrate the following.
Selection Criteria
i. Senior management level experience in budget preparation, budget execution, intergovernmental fiscal transfers and procurement.
ii. A thorough understanding of large scale public financial management business processes and systems management in complex organizational structures.
iii. Demonstrated ability to operate effectively in a complex and dynamic management environment, to lead initiatives and other consultants, and to work closely with other Aid programs;
iv. Demonstrated ability to work effectively in a multi-cultural environment and to build effective working relationships with clients and colleagues, with an ability to promote stakeholder buy-in and participation; and
v. Excellent written and oral communication skills in English.
Knowledge of Indonesia’s PFM systems and institutions and comprehension of spoken Bahasa Indonesia, and an ability to write in Bahasa Indonesia would be an advantage.
