Senior Program Coordinator

SCOPE OF WORK
IRC Central African Republic (CAR) seeks an experienced professional for the position of Senior Program Coordinator. S/he will be a member of the Senior Management Team (SMT) and will work to ensure program quality, growth and strong representation. S/he must be able to motivate and lead a diverse staff as well as effectively coordinate programs, partnerships and budgets. The Senior Program Coordinator will be expected to travel at least 25% of the time to IRC’s two field sites, Kaga Bandoro and Bocaranga, and occasionally other locations, to provide guidance and oversight to programs (governance, women’s protection and empowerment, education, primary health care, early recovery and development). S/he will directly supervise sector coordinators/managers, and the grants department.
The position ensures that programs address strategic beneficiary needs and are implemented according to the IRC Global sectoral strategies, donor guidelines, approved work plans and in accordance with the IRC Program Framework. The Senior Program Coordinator works in collaboration with senior management to address operational needs.
The Senior Program Coordinator reports to the Country Director and as a member of the SMT, will participate in the country program’s strategic planning.
RESPONSIBILITIES
• Lead program strategic planning efforts and ensure the application of IRC’s program framework to program development and implementation. • Work closely with Grants department and sector coordinators/managers to develop new projects/initiatives and funding proposals and ensure accurate, timely reporting • Oversee implementation of grants, reporting systems, and management of budgets, including budget forecasting, spending and work plans • Support technical interventions and research initiatives, ensuring integration of findings into existing and future programs. • Manage monitoring and evaluation plans • Serve on SMT and occasionally as Acting Country Director in the CD’s absence • Develop and implement a staff capacity building strategy, in coordination with HR • Ensure collaboration between sectors and the integration of their strategic interests during program development • Coordinate with Finance team and Field Coordinators on budget re-alignments and grant cost-extension requests with respect to changes in programming • Manage program budgets in collaboration with program supervisors and Finance
REQUIREMENTS
• Degree (Master’s preferred) in international public policy discipline or related subject • At least five years’ management experience in relief and development programs • At least three years’ experience in program and staff management • Previous successful experience developing projects and writing grant proposals for international donors • Excellent program management, project planning, budget management and organizational, interpersonal, and communication skills • Experience working in a multi-cultural setting • Ability to write clear and concise reports and to meet required reporting deadlines • Ability to work in unstable security environments with basic living conditions, and under administrative and programmatic pressure • Excellent French (written and verbal) and proficient English • Technical skills in various sectors (governance, GBV, Early Recovery & Devel, etc.) would be an advantage • Ability to manage stress; work in large and multicultural teams • Security experience a plus
Specific Security Situation/Housing: While Bangui is relatively calm and the general situation has improved, some areas in the country remain unstable. The Senior Program Coordinator will be accommodated in an IRC guest house in Bangui, shared with other colleagues and equipped with facilities (internet access, Vsat TV etc…as in other field sites).
