Armenia Communication experts for EC tender evaluation

The Bureau for Institutional Reform and Democracy (BiRD) is looking for two excellent senior evaluation experts for a short-term mission under the Lot 7 FWC in Armenia.

Lot 7: Provision of 2 Experts for the Evaluation of the tender ''Support to EU communication on reforms in Armenia''

Starting period: 12th December 2011 Duration: 5 w/d + 2 travelling days (per expert) Location: Yerevan, Armenia Deadline for submission of CVs: 01/12/2011

Global objective The overall objective of this contract is to assist the EU Delegation to Armenia with the evaluation of the tenders received.

Specific objective(s) The specific objective of this contract is to provide two experts who will evaluate the tenders and provide an objective and balanced assessment, together with other co-evaluators from the EU Delegation to Armenia. A maximum of 8 tenders should be evaluated.

Senior Evaluation Experts:

Required profile Qualifications and skills • Minimum Master's degree in communications, public affairs, international relations, education or related subjects or 10 years general experience in developing/managing the development of communications in the public sector; • Fluent English, both oral and written.

General professional experience • A minimum of 5 years of working experience in managing EU and/or other donor funded communications, public relations or education-related project;

Specific professional experience • Recent experience in managing/coordinating/drafting ToRs of at least 2 EU projects on communications, public relations or education-related of not less than EUR 500,000 each for EU/ENP countries or similar transitional country Governments in the past 5 years; Experience in Armenia would be an asset; • Experience in evaluating Call for Tenders for the European Commission; • Knowledge of European Union projects and activities in Armenia would be an asset
