Grants Finance Officer - The Union Europe Office

Overall Role: The Union is seeking qualified candidates for the position of Grants Finance Officer based at The Union’s Europe Office in Edinburgh, UK. The post holder will report to the Chief Financial Officer and work in close collaboration with the Director of the Tobacco Control Department and should preferably have international work experience in the non-for-profit, academic, or government sector. The successful candidate will become part of a friendly, dynamic international team with unwavering strong commitment to excellence.

Responsibilities: Management

• Monitoring the financial management of grants for tobacco control programmes in low and middle income countries.

• Take the lead in ensuring that all financial dispersements to Grantees and individual grant budgets are accurate and timely.

• Take the lead on contract finalisation in consultation with the Grants Administrator

• Support the preparation of yearly budget and predict allocation patterns for grants.

• Adapt/develop appropriate financial data management systems complimentary to the bespoke system in place (GIFTS)

• Have overview on Grants financial progress and prepare periodic overview progress reports for Grants Team and senior management.

• Act as Contracts Administrator for an agreed number of grants.

• Act as the first point of contact for all contract administrators to clarify and take decisions pertaining to financial management of grants in consultation with the technical grants team.

Capacity Building/Supervisory

• Coordinate and supervise a team of up to 8 Contracts Administrators in our regional and country offices responsible for the negotiation and management of contracts.

• Manage, support and participate in administrative and financial training (capacity building) of the Contracts Administrators responsible for the funds in the field.

• Any other duties as assigned by the Chief Financial Officer and the Director of the Tobacco Control Department

Qualifications

• Advanced professional degree preferably in finance, business administration or a Master of Public Administration, and a minimum 3 years experience of relevant experience in managing finance operations and grant management, preferably in an international environment, and from the non-for-profit sector. • Demonstrated ability to coordinate filing of financial reports. • Proven experience of the duties described under the Responsibilities. • Experience writing reports, presentations, lectures, preparing presentations and policy documents. • Excellent interpersonal and strong organisational skills, • Maturity, tact and diplomacy. • Excellent written and verbal communication skills. • Self-starter with a positive attitude. • Demonstrated ability to maintain confidentiality. • Ability to effectively and efficiently handle multiple, simultaneous, and complex tasks and projects. • Proficient in computer software to include Word, Excel, Outlook, PowerPoint • Ability to work in a fast paced , energetic, dynamic environment • Strong analytical and problem solving skills. • Fluency in one or more of French, Spanish, Russian, Mandarin, Turkish or Arabic may be an advantage. • Available to travel, if required.
