Business Proposal Manager

RTI is seeking applications to work in its International Development (IDG) Group Business Proposal Team. IDG undertakes development work overseas for a variety of bilateral and multilateral donors/clients such as USAID, DfiD, CIDA, UN, and the World Bank.

**********Position may be based in Research Triangle Park, NC or Washington, D.C.

Position Summary:
The BPM reports to the Sr. Manager, Business Proposals and works with a team of business proposal managers, specialists, and systems experts in responding to a variety of solicitations for contracts and grants.

Responsibilities:

1. Prepare business proposals in coordination with other members of the proposal team, from technical, contractual, financial and administrative units:

• Review Request for Proposals/Applications (RFP/RFAs); identify issues requiring donor/client clarification.
• Determine proposal requirements, including appropriate budget type needed to meet costing requirements.
• Develop cost strategy and proactively lead the business proposal process
• Prepare accurate and responsive cost estimates, working closely with business partners to ensure RTI needs are met
• Work closely with program staff to ensure cost submission is aligned with technical submission
• Identify issues that should be brought to the attention of management and sr. management and obtain required approvals for submission
• Negotiate with subcontractors – undertake subcontract budget and documentation review, ensuring accuracy
• Assemble business proposal package for CO/Negotiator review and signature.
• Prepare and review audit file documentation when required, including justifying reasonableness of cost as required/requested.
• Related duties including meeting attendance, calendar management and document preparation
• Administrative duties vary according to the size and scope of the proposal; however this position requires entering data into the RTI financial system, compiling and collecting supporting documentation on behalf of RTI and subcontractors for final submission to the client.

Accountability and Supervision
Employee works under minimal supervision. Duties are carried out independently. Problems and unfamiliar situations are referred to the Sr. Manager for guidance. Employee receives guidance on new responsibilities and difficult or unusual assignments. Work is reviewed as needed through discussion, staff feedback, personal observation, review of reports and records, etc. Work is evaluated for technical accuracy and compliance with instructions or established procedures. Employee must apply and interpret policies and procedures. Position offers the opportunity to work independently, analyze situations, and develop own approaches to problems not covered by established policies while working within the scope of the job description. Employee must demonstrate sufficient knowledge of proposal preparation, negotiation and contract formation in order to work in a broad range of situations.


Qualifications


Education Requirement:

• Bachelor degree plus 6 year or Master degree plus 3 years experience in a relevant discipline such as business, finance or accounting.

Knowledge and Experience Required
• Experience in government contracting business and USAID projects/proposals required;
• Knowledge of the principals, terminology and methodology of proposal preparation is required.
• Knowledge of, and ability to interpret, utilize and apply, USG and other donor regulations such as the Federal Acquisition Regulations (FAR) and USAID AIDAR and ADS is required.
• Effective interpersonal, oral and written communication skills are required.
• Strong financial analysis and spreadsheet skills are required;
• Math and computer skills – Excel skills required.
• The employee must be willing and accustomed to performing heavy administrative tasks in conjunction with proposal requirements.

Must have demonstrated ability in the following:
• Ability to perform duties that require organization and close attention to detail
• Ability to prioritize workload and follow tasks through to completion.
• Ability to work independently within scope of job description.
• Ability to work under time constraints.
• Ability to establish and maintain effective working relationships with co-workers, supervisor, technical staff and clients.
• Ability to proactively lead the business proposal process

May require domestic and international travel – language skills a plus
