Construction Delegate The Swiss Red Cross (SRC)

The Swiss Red Cross (SRC) is involved in the planning and implementation of reconstruction and rehabilitation programmes in several disaster affected areas abroad. In the aftermath of the earthquake in Haiti in January 2010, SRC runs a comprehensive relief and reconstruction program including the upcoming projects
1. Reconstruction of two schools in Port-au-Prince and neighboring area
2. Construction of a 40-bed Reference Hospital in Gressier in cooperation with the Luxembourgian Red Cross; including medical day care unit and four basic services (maternity, pediatrics, internal medicine and surgery)
For the planning, design and implementation, SRC seeks to fill the vacancy described below. A second construction delegate will be recruited later in the year to reinforce the implementation phase.
Construction Delegate with focus on planning and design
Main Tasks and responsibilities:
· Technical responsibility for the planning and design of the prepared construction projects (eg. CAD-Plans, technical specifications, coordination, punctual site supervision, etc.)
· The set up of a process and definition of procedures for monitoring and reporting of technical activities in the field, implementation of evaluation activities, and consolidation reporting covering all aspects of technical activities. (e.g. construction progress, costs, schedule, construction quality and security etc.)
· Cooperation and liaison with local authorities and other actors in the field and provision of technical support
· Capacity strengthening of local staff
· Streamlining of environmental and other cross-cutting issues in the planning of technical activities
· Assistance for implementation and execution
Requirements:
· Education as an architect or construction engineer
· At least 5 years of working experience in the domain of construction
· At least 3 years working experience in humanitarian aid and post-disaster operations in developing countries
· Experience in strategic program development
· High degree of self-responsibility and an independent way of working
· Skills in teamwork and in working under difficult conditions
· Diplomacy, tact and negotiation skills are essential
· Fluency in French (working language) and English are a must, German is an asset
Duration of contract: 12 months, starting in February 2012.
Adequate salary, social insurances, travel and accommodation expenses provided. At this stage, no family posting is possible.
