REQUEST FOR EXPRESSIONS OF INTEREST

Expressions of interest

ACDI/VOCA has received financing from the World Bank toward the cost of the Consultative Service Delivery Program (CSDP) II, and intends to apply part of the proceeds for consultant services. The services include conducting a real-time evaluation of the program’s activates in Iraq, including creating a baseline and measuring the impact of program activities in line with the stated objectives of the grant. The anticipated service period will be from January 31, 2012, to March 31, 2013, and will include three visits to northern Iraq to collect the relevant data and will result in the submission of four reports, i.e., an inception report and a report after the conclusion of each trip. The budget for the services is anticipated to be no more than $112,500, not including travel and lodging costs which will be covered directly by ACDI/VOCA.

To be eligible prospective consultants must meet the following requirements: a) demonstrated capacity using both qualitative and quantitative evaluation methods b) at least three (3) years’ experience conducting evaluations c) previous work experience internationally (preferably in a complex environment)

ACDI/VOCA now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
