Cyprus Regional HEA Coordinator MEER

The Regional HEA Coordinator will actively participate in regional efforts to ensure that National Offices (NO) mitigate against, prepare for and respond to emergencies, either via indirect support or punctual, direct intervention and that upon withdrawal of regional support, a sustainable Humanitarian & Emergency Affairs (HEA) capacity remains.
The Coordinator will ensure that the quality of WV emergency response engagement is in place which corresponds to the standards set by the Humanitarian Industry and World Vision internally. This includes: appropriate structures, internal and external standards, staffing, resources, policies for emergency preparedness, response, mitigation and transition management.
In addition, the Coordinator will assist the Director in humanitarian operations including: disaster mitigation, assessments, documentation, research, adoption of emerging humanitarian initiatives and some capacity building.
To provide coordination and support to World Vision emergency response preparedness, intervention, training, capacity building and accountability in the region. This includes deployment to a crisis situation within 24 to 72 hours and remaining in the response for up to max. 3 months. In non-crises periods, this includes developing disaster preparedness plans, facilitating of training and capacity building initiatives, and promotion of disaster mitigation models around the region.



KEY RESPONSIBILITIES:

      PREPAREDNESS
    • Work with the Regional HEA Director in the development of regional strategies and proposals, and recommend response measures and structures in order to mobilize WV to developing emergencies in MEER.
    • Work with the National Offices (NO) to ensure they have up-to-date disaster preparedness plan (DPP) and adequate capacities to implement it in the case of emergency.
    • Engage with NOs in the pre-positioning, contracting and systems development for emergency response stockpiles, equipment and materials across the region.
    • Develop materials and carry out emergency response capacity building, incorporating internal and external humanitarian standards.
    • Engage and stay involved in International Humanitarian Aid and International Humanitarian Rights standards and initiatives.
    • Provide mentoring for national, regional program staff, ensuring external humanitarian standards and internal standards and awareness are incorporated in their work.
    • Develop special project proposals focused on emergency response preparedness and work with other ministry lines on the integration of disaster risk reduction and mitigation in development programming.
    • Analyze and research documentation of lessons learned and best practice for emergency response from other regions in the WV Partnership.
    • Work with the Regional HEA Director to develop and maintain strategic alliances with donors, governments, INGO’s and UN agencies.
    • Develop / deploy pragmatic tools, where needed adjust them to the regional context by learning from other regions and disaster management practitioners.
    • Attend Forums and educate regional senior leadership on disaster management, policies and transitions, integrating measures and best practice for emergency response.
    • Contribute to early warning, emergency program and security assessments and decision-making.
    • Be available to serve in the further implementation of disaster management strategies as defined by such documents, meetings, and other gatherings.

      EMERGENCY RESPONSE/DEPLOYMENT
    • Provide timely assessments of countries at risk of a large scale emergencies throughout the region
    • Provide relevant technical skills as requested in pre-crisis assessments to prepare assessment reports.
    • Act upon and follow-through on early warning and pre-positioning planning phases.
    • Closely monitor and provide analysis of current and potential large scale emergencies in the region
    • To be available for deployment to crises situations in a country or region within 24 to 72 hours and (worst case scenario) be prepared to remain in the response for up to 3 months. Where neither early warning
    • nor pre-positioning has taken place, coordinate preparation of a series of response levels as approved by the Regional HEA Director.
    • In close coordination with the Director, recommend action steps to engage partnership stakeholders in clear, relevant and appropriate actions.
    • Define plans for program and budget design and recruitment needs, where required, and ensure accountability and institutionalization of disaster management at National Office level through the use of disaster management tools.
    • Build relations with donors, local government, INGO’s and local NGO’s as required by the Regional HEA Director.
    • Ensure that the process of identifying and documenting lessons learned continues throughout the program.

      QUALITY ASSURANCE AND ACCOUNTABILITY
    • Assist the regional HEA team to be in the forefront of new themes and thinking as it impacts on Emergency Response and Disaster Mitigation practices and policies.
    • Lead and/or participate in Lessons Learned events and initiatives in the region and at HEA Fora.
    • Build mechanisms for gathering, analyzing and communication of lessons-learned and ongoing documentation of best practice and innovation to the region and the partnership.
    • Ensure that relevant WVI HEA policies, Local Capacities for Peace framework, SPHERE, the Red Cross Code of Conduct, HAP, People in Aid, Child Protection policies and other international humanitarian standards are used in all design and management of HEA response and disaster mitigation activities.
    • Ensure that internal and international humanitarian accountability standards are incorporated into project design, monitoring and evaluation plans of MEERO national and regional offices
    • Develop and implement mentoring and skills transfer initiatives at the regional and NO levels.
    • Understand and work on the integration of disaster management in all development programs.
KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • On the job training in emergency response, and disaster risk reduction
    • A University degree in the social sciences international relations management or other relevant areas.
    • Ability to manage a team in emergency response
    • Coaching ability
    • Disaster risk reduction knowledge
    • High level of understanding in emergency relief administration, program response, program design and project proposal writing
    • Experience in coordinating/managing field operations
    • Proposal writing and budgeting experience
    • Cross cultural experience
