Program Overview
Pathfinder is seeking a Deputy Chief of Party (DCOP) candidate to co-lead the design and oversee the implementation of the Health Service Delivery Project in Bangladesh. This anticipated five-year USAID-funded project will focus on supporting 20-25 local NGO partners to offer the Essential Services Package in Population, Health, and Nutrition to approximately 20M people across Bangladesh. This project will also emphasize behavior change communications and community mobilization and institutional strengthening of local partners. This project aims to achieve the following intermediate results (IRs): IR1 – Client Base Expanded, Especially for the Poor, for a Quality Essential Service Package (including: IR 1.1 Improved access, especially for the poor, to a quality ESP through a cohesive network of NGO clinics, IR 1.2 Strengthened partnerships and coordination with GOB health authorities and other USAID-supported Projects, and IR 1.3 Enhanced sustainability of ESP delivery through innovative financing structures); IR2 – Optimal Health Behavior Promoted (including IR 2.1 Healthy behaviors and care seeking practices improved through behavior change communication/knowledge management and IR 2.2 Linkages with communities strengthened through community mobilization); IR3 – Local Ownership of Service Delivery Enhanced (including IR 3.1 Institutional capacity of all local NGO partners strengthened and IR 3.2 One to two local NGO partners transitioned to direct USAID grantees).

Position Purpose
The Deputy Chief of Party (DCOP) provides strategic leadership and managerial oversight of the administrative, financial, and operational aspects of the Project. S/he oversees the day-to-day work of the project and is responsible for the effective use and deployment of staff and financial resources to achieve project targets. The DCOP is accountable for all aspects of the Project’s effective management, including financial and budgetary oversight, timely implementation of activities, and stakeholder relationship management. The DCOP prominently positions Pathfinder as a leader in global health technical areas and as a successful partner in the development and cost effective implementation of donor-funded programs. S/he is responsible for fostering relationships with USAID and other donors, Government agencies, and other programs operating in Bangladesh. The DCOP will suppport the COP to increase visability and funding for Pathfinder programs in Bangladesh and to position the organization as a successful partner in the development and cost effective implementation of USAID funded programs.

Key Responsibilities
Financial Management
Oversee the project’s management of financial functions ensuring ensure donor/contract compliance; ensure adequate monitoring measures to identify problems early and develop strategize solutions to mitigate impact on programming.
Develop and prepare budget forecasts and manage expenses within approved budget.
Develop and maintain appropriate systems and cost-effective, timely procedures and controls such as cash management, vendor payments, and budgeting to properly disburse, account, budget, and report funds.
Oversee the timely and accurate preparation and submission of regular financial statements and other cost reports to headquarters and USAID, including providing guidance to project staff and partners.
Report on financial results and approve monthly/quarterly operating plans and reports.
Program Management
Assist the COP in the successful implementation of the project including the timely completion of high-quality, accurate work plans, budget forecats, financial statements, reports, and other mandated deliverables.
Work with the headquarters financial, technical, and program operations departments by providing accurate and timely reporting and updates on the project progress and achievements for communication materials.
Assist the COP in monitoring project progress vis-a-vis expected objectives, utilizing tools and methods developed by Pathfinder, and ensuring effective usage of resources and compliance with donor requirements.
Identify, select, manage performance of, and mentor finance and administrative staff ensuring professional growth and development as well as capacity building.
Oversee subgrantees/subcontractors ensuring adherence to donor, organizational, and host country policies and build capacity of local organizations to become successful and sustainable quality service providers.
Support other country programs, provide technical assistance, and foster cross-country collaboration.
Administration
Provides leadership and management during project start-up and close-out with regard to the project office, bank account, operations and logistics, staff administration, telecommunications etc.
Implement administrative and financial operations of the program, ensuring compliance with agency standards and practices, local laws and donor policy and contract provisions.
Manage funds at local bank account and approve expenditures in accordance with Pathfinder and donor procedures, cost principles, and regulations.
Develop management policies and procedures to ensure efficiency, quality, and all resources are in place, adhered to, and in compliance with local laws, donor rules and regulations.
Contract and manage local individuals/organizations for identified tasks according to donor and agency procedures; negotiate consultancy agreements, provide training and/or develop capacity of local partners.
Ensure that security guidelines and procedures are established, maintained, updated regularly and adhered to by the project team. Monitor the security situation and provide leadership for staff in emergencies.
Protect the organization’s resources and assets and ensure that efficient usage in accordance of project goal.
Establish ifnormation technology systems and operational facilities to support project staff and programming.
Organizational Representation and Leadership
Assist COP in addressing financial and operational issues related to the project.
Liaise with donors, partners, host government agencies, and other key stakeholders to share progress, accomplishments, and challenges to ensure dissemination and incorporation of best practices.
Cultivate strong relations with Headquarters to achieve organizational goals and provide periodic updates to staff worldwide on the progress, challenges, successes, and lessons learned in managing the project.
Serve as COP, assuming overall field responsibility for project, in absence of the COP, as necessary.

Basic Requirements
Master’s degree in finance, accounting, economics, social sciences, international health, or related field.
Minimum of 10 years of progressively responsible experience leading and managing financial and operational aspects of large-scale, donor-funded, health projects in a developing country.
Experience managing USAID contracts and overseeing international and local subcontractors and grantees.
Demonstrated success managing multi-million dollar, donor-funded programs through development of cost-efficient budgeting, management of appropriate spending to support project impact, and regular monitoring of financials for programmatic revisions and accruate, timely reporting
Demonstrated ability in analyzing finanical documents, projections, expenditures, and accruals.
Experience working with public and private partners and stakeholders at all levels (national to community).
Proven ability to create and maintain effective working relations with senior-level personnel in international organizations, NGO partners, host country governments, and U.S. Government Agencies.
Knowledge of Microsoft Excel as well as accounting software and systems.
Proven ability to manage, motivate, and mentor staff at all levels and create a positive team environment.
Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.
Excellent diplomatic, interpersonal, communication, and presentation skills.
Fluency in English; additional proficiency in Bengali would be an asset.
In-country travel to field operations required with occaisional travel to headquarters as necessary.

Preferred Qualifications
Working experience in South Asia or preferably Bangladesh specifically.
Strong computer skills in Microsoft Office Suite applications, including Word, PowerPoint and Outlook.
