Quality Assurance Coordinator, HARD

PURPOSE OF POSITION:

To assist the Response and the National Office (NO) Design, Monitoring & Evaluation (DM&E) teams in establishing and strengthening functional DM&E systems for the Horn of Africa Response to Drought (HARD) Response; Provide support to the National Offices in designing, monitoring and evaluating all relevant interventions and assisting National Offices to build the capacity of DM&E staff, other project staff and partners on monitoring and evaluation.


KEY RESPONSIBILITIES:

      Program Planning and Design
    • Review all programs/projects logframes and operational plans for the HARD PNS response for compliance with LEAP guidelines, Integrated Program Accountability Framework (PAF) minimum standards in addition to SPHERE and other international humanitarian standards.
    • Support NOs with assessments and baseline studies for HARD programming.
    • As requested provide technical and practical support to NOs in the preparation of program and project design documents, proposals and the development of concept papers.

      Monitoring and Evaluation
    • Work with the NO Programs department and sectors to ensure quality programming and adherence to minimum standards including World Vision International DM&E standards (LEAP), values and principles, SPHERE and other sector standards and protocols as well as the mainstreaming of cross-cutting issues (Gender, Environment, Protection, Peace Building, Disability and Christian Commitments)
    • Develop and strengthen Response related Monitoring and Evaluation Systems.
    • Assist to strengthen NOs M&E mechanisms and reporting systems.
    • Oversee implementation of NO DM&E systems through regular field monitoring visits.
    • Track indicators on implementation of Response PNS from National Offices for reporting and to inform management decision making.
    • Work with Regional Program Officer and National Office Program Officers to ensure quality programming, monitoring and evaluation.
    • Coordinate periodic review meetings to facilitate dialogue and learning on Program and Project Implementation and DME systems.
    • Provide technical assistance to NOs on program assessment, reviews, reporting and evaluations in alignment with WV partnership standards.

      Reporting
    • Conduct and Coordinate Response reporting process for the 180 day, semi annual and annual reports in alignment with WV Partnership Standards.
    • As requested assist with periodic NO and Response management reports and ensure compliance with recommended guidelines, formats and standards.
    • Review other agency, government and donor reports and interpret the information summarized and useful manner to inform management decision making.
    • Coordinate with the Information Management unit to store data in both hard and soft form and disseminate appropriate information among respective partners.

      Capacity Building
    • Train and mentor the DME staff in Response NOs on LEAP and general DM&E.
    • Build the capacity of all relevant Response NO staff on the Response DME Framework.
    • Provide DME support to NOs as and when M&E gaps arise.


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • A Bachelor’s degree or higher in relevant field combined with multi sector and cross functional skills acquired through formal education and work experience.
    • A minimum of three years general program experience in a relevant field combined with at least two (2) years in monitoring and evaluation work and social research
    • Must have knowledge of various response and recovery sectors such as shelter, WASH, food, health, livelihoods, education.
    • Must have a clear understanding of the working of the major WV partners (WFP, USAID, CIDA, etc), their requirements and standards
    • Should be able to work with minimum supervision
    • Possess proven analytical and problem solving abilities
    • Requires good interpersonal skills
    • Must have excellent oral and written communication skills in English
    • Must be able to continually adopt to new challenges as the roles are fluid and dynamic
    • Experience in design and facilitation of training programs – including from local partner NGOs
    • Should have excellent computer skills
    • Must be detail oriented, but able to plan and work in a global context
    • Experience working cross-culturally
