Frontex, the EU agency based in Warsaw, was created as a specialised and independent body tasked to co-ordinate the operational co-operation between Member States in the field of border security. The activities of Frontex are intelligence driven. Frontex complements and provides particular added value to the national border management systems of the Member States.

The mission of the Capacity Building Division (CBD) is to support the Member States in building high and uniform capabilities in the area of border management. This is done through coordinating activities related to training, research and development, and management and development of pooled resources. The activities are carried out in projects in close collaboration with Member State authorities and other organizations.

The mission of the Training Unit is to establish and further develop common core curricula for border guard education and to provide training at the European level for teachers and instructors of national border guards. The Unit develops common training standards in close cooperation with Member States experts and offers additional training courses and seminars on subjects in the area of border management.

Reporting to the Director of Capacity Building Division, the Head of Training Unit will be responsible to:

  • manage and supervise the work of the Unit;
  • develop and implement the Unit`s strategy and periodical planning activities, and ensure their alignment with Frontex mission and objectives;
  • coordinate Frontex cooperation with relevant bodies in the field of training;
  • contribute to the strategic management of Frontex with a planning and reporting responsibility in respective areas;
  • manage finances including budget planning and implementation of activities;
  • lead and develop the staff of the Unit.

The applicant will be required to demonstrate that he/she has:

  • at least five years of relevant experience in working at middle management level;
  • proven experience in education or professional training;
  • background and experience in law enforcement environment;
  • proven experience in project management including planning, budgeting, implementation, monitoring and evaluation;
  • solid knowledge and proven experience in financial management;
  • excellent command of English, at least on C1 level.

Besides, the following attributes would be assets:

  • university degree in education or related subject;
  • experience from moderation of international working groups;
  • experience from development of higher educational programmes and European co-operation;
  • experience from Border-Guard/Police training and/or education.
