Organizational Context
The International Fund for Agricultural Development (IFAD) is an International Financial Institution and a Specialized United Nations Agency whose mission is to enable poor rural people to overcome poverty. IFAD’s headquarters is in Rome, Italy, and is present in more than 90 countries to develop and finance programmes and projects aimed at increasing agricultural productivity and incomes.
Division Context
The Human Resources Division is part of the Corporate Services Department of IFAD. Its stated objective is to be a professional strategic partner, a responsive service provider and a credible, trusted adviser to the workforce, its representatives and the leadership of IFAD.
Duties and Responsibilities
Delivering an integrated HR service to client departments, the Human Resources Officer (HRO) interacts with management and staff to deliver integrated services to assigned clients, to streamline processes and to ensure a diverse and skilled workforce to meet corporate business needs and requirements. He/she provides his/her assigned clients with authoritative advice that promotes effective human resource management. The HRO is the client department’s strategic and operational partner, providing management and staff with the insights, strategies and mechanisms necessary to secure, develop and deploy human assets optimally. Undertaking an internal consultancy role to the client departments, the HRO works closely with the client departments management and staff to understand the specific business needs, building solid results-oriented relationships and championing dynamic human resources management as an integral component to success. The HRO will supervise one or more HR Assistants.

Under the general guidance of the Director, HRD, and the direct supervision of the HR Operations Team Leader, the HRO:

1. Provides authoritative advice and innovative solutions to the client departments on human resource management, including organization planning and job design in line with corporate and divisional strategies, staff performance enhancement, staff development, talent management and career planning.
2. Leads the timely provision of competent HR services to the client departments, including but not limited to recruitment of staff and consultants, ensuring compliance and consistency with corporate governance mandates and determining the appropriate application of policies and procedures.
3. Builds capacities in the client departments’ management, to improve and sustain the managerial ability and leadership qualities sought by IFAD.
4. Anticipates and resolves emerging workforce issues.
5. Initiates and participates in HR policy formulation, contributing to the identification of key areas for reform that will improve performance, based on client department experience and feedback.
6. Builds awareness of work place priorities and staff management challenges to help shape the broader and evolving human resources management policy agenda and facilitates the introduction of change in HR related approaches and techniques.
7. Participates in international fora, inter-organizational meetings and working groups with a view to exchanging information on HR best practices and enhancing collaboration at the common system level.
8. Other duties as assigned.
Education and Experience
• University degree in Human Resources Management, Organizational Development, Business Administration, Law, Economics or other related areas. An advanced degree would be an asset.
• A minimum of five years progressively responsible experience as a Human Resources practitioner is required, preferably in international multilateral or private sector organizations. Additional experience in the field of Human Resources is an asset.
• Demonstrated experience in modern Human Resources practices and techniques

• Human Resources Specialist with authoritative knowledge of HR theories and principles and demonstrated success in the delivery of comprehensive professional HR services. Keeps abreast with developments in the field of HR Management.

• Effective communicator who portrays competence, professional rigor and discretion in counseling management and staff.
• Facilitator of change, able to apply the change management framework in the diagnosis, needs identification, design and monitoring of HR strategies. Able to review and improve processes and service delivery.
• Effective planner and organizer, planning activities and projects well in advance yet with an ability to respond quickly and strategically to changing circumstances.
• Team builder and team worker, participate in teams and work effectively with internal and external colleagues in a multi-cultural environment. Able to lead results-based teams with a capacity to deliver high quality products within tight deadlines and inspire them to work together to achieve stretching objectives.
Communication
Essential:
• Excellent written and verbal communication skills in English; Ability to write clear and concise documentation at any level of detail.
• Excellent computer skills (MS Office, Internet, E-mail, and database software).

Desirable:
• Working knowledge of another official IFAD language (Arabic, French or Spanish).
• Experience working with Oracle PeopleSoft or another ERP system.
Other Information
