Knowledge and Programme Advisor Education and Sexual and Reproductive Health Rights

for the duration of 3 years for 36 hours a week

In this position you will be responsible for developing and implementing the MEL system for the joint Oxfam Novib - OGB project " My Rights, My Voice: Engaging marginalised children and youth in their rights to health and education services", with a special emphasis on learning and downward accountability.

The programme is a three-year multi-country programme which will deliver a holistic and contextualised vision of children's and youth's rights to health and education in eight countries - Niger, Mali, Afghanistan, Tanzania, Georgia, Nepal, Pakistan, and Viet Nam - adapting activities and focus depending on the specific condition of children and youth in the countries where projects will be implemented. The overall goal of the programme is to achieve sustainable changes in policies, practices, and beliefs to meet the specific health and education needs and aspirations of children and youth, with a particular focus on the rights of girls and young women.

The Position

Key tasks of the position

  • Develops and/or contributes to the development of MEL plans in collaboration with key stakeholders, which guide MEL activities throughout the programme: Policies, procedures and instruments/tools etc in the field of planning, monitoring and evaluation / risk management in order to plan, monitor and evaluate partners performance and Oxfam's own performance.
  • Ensures quality of application of the instruments and ensures coherence between instruments, procedures and guidelines in the field of planning, monitoring and evaluation for this project.
  • Takes initiatives in the field of innovative projects, experiments and pilots in the field of Monitoring, Evaluation and Learning and transforms the outcomes of these initiatives into instruments and procedures.
  • Provides training and coaching in the application and the use of these instruments and procedures.
  • Provides technical assistance and advise on request and on own initiative to the line management and to country offices.
  • Supports country programmes in identifying learning needs
  • Ensures cross country learning and programme development by facilitating a strong on-going (partially) 'virtual' peer learning network between Country programs/partners
  • Ensures (of contributes to) timely and quality reporting to SIDA

You have

- You have completed an academic or HBO level degree and at least 5 years work experience in a similar position

- You have experience with planning, monitoring and/or evaluation

- You have experience in creating a learning environment

- You are result oriented, have strong analytical skills and are a team-player

- You have excellent communication skills in English and preferable in French

- You have excellent (intercultural) communication skills

We Offer

This position is new and has not yet been classified. The preliminary classification is scale 9. The gross salary will be € 2.581,-- to € 3.971,-- on the basis of 36 hours per week. Evaluation of this function profile will happen soon.
