Lebanon Construction Site Manager

MAIN RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent will: (A) Monitors and supervises the works of the Consultant and Contractors on his/her assigned site. Ensures that all contracts signed with UNRWA by external parties in relation to his/her assigned site are adhered to in terms of quality control, quantity control and timelines;

(B) Evaluates the implementation of all works on his/her assigned site; provides technical and administrative guidance and relevant training to the subordinate staff;

(C) Prepares and implements, in close coordination with the consultant, coordination mechanism to ensure smooth running of all activities on his/her site. For his/her site, ensures coordination and implementation of all the planned activities by external parties in contractual arrangements with UNRWA in an integrated fashion through site supervision and verification of works done according to the design, standards, costs and timelines provided in the project contracts;

(D) Assists the Reconstruction Site Manager to provide site management support including the preparation of construction briefs and presentations to UNRWA and external visitors;

(E) Assists the Reconstruction Site Manager to control and assess all the activities on his/her site including but not limited to backfilling, construction, infrastructure, antiquities related works, rubble removal (if any), etc…

(F) Provides technical advice and support to Reconstruction Site Manager on all activities on site;

(G) Reviews and validates interim and final payments to all external parties in contractual arrangements with UNRWA related to his/her site; Prepares BOQs for variation orders as appropriate;

(H) Reviews schedule of works prepared by the consultant/contractors and recommends actions to the Reconstruction Site Manager; reviews technical, financial or other reports prepared by the consultant and advises the Reconstruction Site Manager accordingly;

(I) Attends site meetings and brings to the attention of Head Reconstruction Unit critical issues. Ensures that samples of materials recommended by the consultant and tests conducted by contractors are in accordance with the contracts specifications and Terms of Reference;

(J) Prepares monthly reports on the performance of the consultant and oversees the reports prepared and submitted by the consultant on the status of construction works in the project;

(K) Assists Reconstruction Site Manager in developing and maintaining contacts with local authorities, UN Agencies, NGOs and community representatives;

(L) Performs other such duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES (A) Academic and Professional University degree in Civil, Structural Engineering or a related discipline from a recognized university.

(B) Experience At least six years relevant post-graduate experience in the application of knowledge acquired above of which three years should have been in a supervisory capacity (C) Language Very good command of spoken and written Arabic and English

(D) Competencies (i) Ability to establish and maintain effective working relationships with others in order to build and manage an effective team; (ii) Excellent interpersonal skills and the ability to defuse potential conflict between different external parties that may have apparently contradictory targets and timelines to achieve them; (iii) Good knowledge of methods of construction, planning regulations and materials in Lebanon; (iv) Demonstrated ability to work independently on multiple tasks, establish priorities and meet multiple deadlines; (v) Proficiency in Agency standard PC applications

CONDITIONS OF SERVICE • Salary: Monthly basic salary L.L 2,403,190 – L.L 4,642,770 depending upon applicant’s qualifications and experience. • Contract Duration: One Year.

EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

RECRUITMENT PROCESS: The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by Human Resources and the Hiring Department. Short-listed candidates who fully meet the required criteria shall undergo technical and practical tests. For all posts, the weight allocated for the combined technical & practical tests is 60% and for the interview is 40%. The final recommendation for selection is based on the combined test results, interview assessment, Agency priorities and needs and the candidate’s profile.

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. With their prior agreement, candidates who are approved as suitable for appointment but are not the selected candidate for this vacancy, will be placed on the Agency’s roster of pre-approved candidates for a period of up to one year, and may be considered for future vacancies in the same position. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.

LIMITED DURATION CONTRACTS: • LDC Package includes annual leave and sick leave. • Incumbents are eligible for a subsidized medical insurance plan, and a family allowance of L.L. 60,000 per month. • Regular staff will still be able to apply to LDC posts, but they will not be allowed to assume such posts through secondment (they need to resign for their current posts to accept such appointments)

TECHNICAL & PRACTICAL TESTS REQUIRED: For short-listed candidates, the following tests will be conducted: • Technical test (100%).

The top 5 scoring candidates, given that none have scored less than 50%; will be invited for an interview.
