Mongolia Public Engagement Director

Provide strategic leadership in public engagement department to enhance the credibility of WV Mongolia by raising awareness and understanding of WV Mongolia’s mission and vision; to develop and influence key policy makers and external partners in promoting Child Protection and Children’s Rights and other program interventions that supports Child Well Being Outcomes such as Mother and Child Nutrition, Education and enhance WV Mongolia’s public visibility, reputation and brand name recognition.


KEY RESPONSIBILITIES:

      LEADERSHIP - 10%
    • Advice and support the National Director in his/her her leadership and engagement on critical issues relating to public engagement.
    • Support the ND and Management Team in change management initiatives and alignment of country strategy and program priorities of WV Mongolia related to public engagement.
    • Lead, integrate and efficiently manage the Public Engagement functions ensuring effective and pro-active solutions in advocacy, communications, to all external stakeholders such as the Government, Corporations and the Church.
    • Practice servant leadership and be a role model for the staff team, peers and others.

      STRATEGY - 10%
    • Contribute to the development of country strategy and develop Public Engagement secondary strategies ensuring that Public Engagement priorities are integrated.
    • Lead the development and implementation of Public Engagement’s secondary strategy and business plan in support of and in alignment with country strategy and priorities and global strategies and priorities.

      MANAGEMENT - 25%
    • Guide and facilitate Public Engagement recruitment & selection, performance management, compensation, staff development that will support career development.
    • Lead the functional teams in development of annual plan and clear team performance objectives and indicators.
    • Manage direct reports ensuring clear individual performance objectives, key performance indicators and completion of individual learning plans.
    • Coordinate the Public Engagement team and ensure integration and effective cooperation and synergy with each other.
    • Coach direct reports to achieve their performance objectives and meet their commitments in a timely manner.
    • Advice and support in addressing gaps/issues in Public Engagement quality and develop innovative solutions, practices and policies when necessary.
    • Facilitate a conducive climate and appropriate mechanism for encouraging innovation and enhance functional and individual effectiveness to meet work goals.
    • Develop and support the Advocacy issues at program level on Children’s rights, HIV/AIDs, Trafficking, Health & Nutrition and other program interventions directly influencing children’s well being both at regional and ADP level;
    • Ensure integration with ADPs and HEA to ensure prompt and appropriate communications to Support Offices during emergency response.
    • Guide and facilitate the development of effective Public Engagement systems, policies and procedures that is appropriate to the context of Mongolia.
    • To grow deeper relations with the Church and to look into opportunities to leverage on this relationship or to create a symbiotic and mutually beneficial relationship with the Church
    • To streamline the activities of the Christian Commitment unit to focus on the strategy of World Vision Mongolia.

      QUALITY ASSURANCE - 20%
    • Ensure that Public Engagement team adhere to proper protocols and procedures and consistent WV brand when engaging external stakeholders
    • Ensure that public engagement of stakeholders through communications and advocacy are aligned to WV Partnership standards, policies and procedures.
    • Support the ND and functional heads in addressing performance, compliance and risk relating to delivery of Public Engagement.
    • Ensure that WV Mongolia is aligned to Global Centre initiatives in Advocacy and communications.
    • Ensure that Public Engagement practices and policies are aligned to local laws, WV partnership standards and appropriate to the context of Mongolia.
    • Ensure confidentiality of information and accuracy of information and stories provided to media, Support Offices and donors.

      CAPACITY BUILDING - 10%
    • Guide and facilitate the assessment, development and implementation Public Engagement team capacity building plan based on WV Mongolia’s quality needs and priorities.
    • Identify and develop the core competencies and capacity requirements in Communications and Advocacy.
    • Share /facilitate access to training resources and opportunities within the team. These may include engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.

      KNOWLEDGE MANAGEMENT - 10%
    • Share best practices and lessons learned in Public Engagement practices and tools that will enhance the efficiency and effectiveness of the organization.
    • Contribute in the documentation of best practices and contribute to the WV's community of practice and center of excellence.

      INTERNAL & EXTERNAL LIAISON AND COORDINATION - 10%
    • Act as a strategic link and focal point for Public Engagement external and internal stakeholders.
    • Develop, manage and sustain visibility of WV Mongolia in both radio and print media, in the Support Offices, both public and private donors, Corporations, Churches, IOs and Government Ministries,
    • Develop, manage and sustain relationships with relevant coalitions advocating Children’s needs.
    • Develop important advocacy linkages and network for program staff at both Regional and ADP level..
    • Consistently develop and maintain working relationships with different WVM departments including field program managers both at Regional and ADP level.

      GENERAL - 5%
    • Lead and support activities that will enrich and develop mutual growth in Christ.
    • Perform any other tasks assigned by the ND.

KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Bachelors degree in Communications/Public Relations or any related undergraduate degree
    • Understand WV vision, mission, policies, procedures, core documents and ethos
    • Able to understand and anticipate complex political issues and sensitive government protocols that may affect branding of WV
    • Knowledge of media protocols, graphic and web design and advocacy
    • Proven leadership, management, collaborative and organizational skills
    • Minimum of 4- 5 years experience in advocacy/ communications

      PREFERRED:
    • Diploma in Management
