Myanmar Project Design/Formulation expert with EC experience

The Bureau for Institutional Reform and Democracy (BiRD) is looking for an excellent senior project designer for a short-term mission under the Lot 7 FWC in Myanmar.

Lot 7: Strategising assistance in an evolving context

Starting period: Mid January 2012 Duration: 27 w/d Location: home base, in Burma/Myanmar and Thailand Deadline for submission of CVs: 07/12/2011

Global Objective The Global objective of this assignment is to support the EU Delegation in re-structure existing programmes and design (if necessary) new programmes which fully take advantage of the new opportunities for engagement in Myanmar.

Specific objective(s) Preparing 3 programme formulation papers in one or more of the cooperation areas listed under Section 2 proposing options for new initiatives in Myanmar. The expert will draft the programme documents demonstrating the rational, feasibility and coherence of the proposed action taking into account: the political dynamics, the capacity needs and the activities of other stakeholders in the fields.

Senior Expert: Project Design/Formulation expert with EC experience Required profile: • Masters degree in Political Science, International Relations, Development Economics, Public Administration, or in similar fields; • More than 10 years experience of working in developing countries (preferably Asian countries) and on development co-operation; • Previous work experience and strong familiarity with the political situation as well as the institutional and development context in Burma/Myanmar will be required; • Professional experience in working with fragile states will also be taken in great consideration; • Proven experience in programme design and in conducting formulation studies is necessary; • Specific experience in project designing (formulation level) and in managing and evaluating donor programmes, preferably funded by the EC; • Solid experience in budget drafting and designing of monitoring and evaluation systems; • Proven ability to perform in a sensitive working environment; • Proficiency in English is necessary; • Excellent analytical, writing and communication skills and a very good understanding of the equity, gender and poverty dimensions of development programmes and the Millennium Development Goals;
