Summary
In response to the January 12 earthquake in Haiti, the American Red Cross seeks an experienced Organizational Management Delegate to develop and carry out the objectives of the American Red Cross program to support to the Haitian Red Cross National Society, within the framework of the HRCS Strategy.
This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied post.

Responsibilities
The Organizational Development Delegate ensures general responsibility and coordination of all relationships with the Haitian Red Cross, supporting the Head of Delegation, the Program Management Delegate and all program managers to develop strong and sustainable relations with their Haitian Counterparts.
Based on the Strategy of the Haitian Red Cross, and with the coordination of the IFRC, the Organizational Development Delegate will assist the Haitian Red Cross to develop their structures, systems and programs in order to enhance their capacity to improve the situation of the survivors of the Haiti earthquake. The position will provide technical guidance to other sector programs to ensure they are designed to promote the national societies capacity building and sustainability. The position will report directly to the Deputy Head of Delegation.


Specific responsibilities include:
1. Promote understanding in the National Society of Organizational Development (OD) and assist the Society in assessing its strengths and weaknesses according to an institutional development framework.
2. Assist the National Society to assess the priority needs of vulnerable populations and to develop appropriate structures to meet these needs in terms of its programs and services, national structure and governance, the number and location of Branches, their internal structures and systems, and the recruitment and training of staff and volunteers.
3. Assist the National Society in Project Management Cycle, to develop appropriate work plans, program and funding strategies, and to produce funding proposals as appropriate.
4. Assist the National Society to plan and implement activities for sustainable local resource base, both human and financial, and to enhance systems for the efficient management of its resources.
5. Assist the National Society to develop and strengthen strategic alliances with local business sector, as well as the media, NGOs, government and other key stakeholders.
6. Work alongside National Society counterparts and facilitate their training and development, and building of their capacity.
7. Promote understanding of the fundamental principles and humanitarian values of the Red Cross/Red Crescent movement.
8. Produce regular, timely and accurate narrative and financial reports for the Country Representative and for donors.
9. Serve as a liaison with other components of the Movement, international, government and non-government organisations and collaborate with them where appropriate.

Qualifications
BA/BS in public administration, international studies, social work, related disciplines, or equivalent experience required, masters preferred. Three years work experience with humanitarian aid organization in the areas of capacity and vulnerability assessment and evaluating/monitoring programs required. Experience working in a developing country preferred. Knowledge of Red Cross/Red Crescent Movement required. Strong written and verbal communication skills essential. Must be flexible, adaptive to change and have the ability to achieve results through collaboration with other organizations. The ability to work in an environment of diverse languages and cultures, and achieve results is essential. Fluency in French/Creole and English is required.
