SUMMARY:
The M&E Advisor provides technical assistance in monitoring and evaluation of American Red Cross International Services programs. S/he reports to the Senior M&E Advisor and works within the Program Integration Unit. The M&E Advisor provides technical support to the development, planning, monitoring, reporting, evaluation, and the integration of monitoring and evaluation of recovery, long term and response programs.

RESPONSIBILITIES:
• Support monitoring and evaluation activities in close collaboration within International Response and Programs; the International Response Operations Center, each of the Regions, the Haiti Assistance Program, and with all other units in International Services.
• Develop effective and relevant M&E systems for projects and proposals considering technical suitability, donor requirements, resources and capacities.
• Develop project-specific monitoring tools in collaboration with program managers,
• Coordinate the design and implementation of baseline, mid-term and end of project evaluations, surveys, special studies, and other components of the M&E system as technical assistance needs arise.
• Provide technical advisement on the relevant M&E systems based on needs, donor and ARC senior leadership requirements, resources and capacities.
• Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
• Provide technical support for the integration of cross-cutting themes, such as gender equity and environmental protection, in the M&E designs.
• Contribute to the development and implementation of strategies/mechanisms to improve American Red Cross and Red Cross/Red Crescent Movement ability to collect, interpret and aggregate data to demonstrate impact and enhance program accountability.
• Liaise with counterparts at international, government, non-government agencies involved in related activities and collaborate in promoting high quality results and complementary efforts.
• Build upon industry and Red Cross experiences to improve consistency, quality and practicality of monitoring and evaluation strategies; promote dissemination and use of lessons learned within international partner organizations.
• Routinely perform quality control checks of M&E work and improve processes and practices relating to M&E data analysis and management.
• Prepare and train staff, primary stakeholders, and implementing partners, as necessary, on general design, M&E concepts, skills and tools.
• Work with staff to ensure that lessons learned from project and program evaluations create new learning to influence future project selection, design and implementation.
• Work with staff and external consultants in meeting the M&E needs
• Facilitate strategic planning reviews, as needed.
• Support external evaluation missions.
• Contribute to the development and implementation of strategies to increase and improve capacity throughout ARC and the Red Cross Movement for M&E, and support systems for quick scaling-up in response to large disasters.
• Provide quality and timely submission of all required project reports
• Provide support, when requested, for international response to disasters.

QUALIFICATIONS:
• Masters degree in International Development or related discipline with expertise in research methods required.
• A minimum of 5 years experience in international humanitarian organization monitoring and evaluation and recovery programming required.
• Expertise in quantitative and qualitative research and evaluation methods, including sampling and surveys is required.
• A minimum of 2 years experience in international field-level project implementation, higher level program quality assurance and supervisory role preferred.
• Prior experience leading M&E portion of successful donor proposals preferred.
• Recent experience in statistical and database software (e.g. Stata, SPSS, access, Atlas Ti, etc) preferred.
• Excellent English verbal and written communication skills required.
• Language competencies a plus.
