Partnership Development Manager Qatar Foundation

With guidance from the Senior Program Manager, the Partnership Development Manager is responsible for the process of identifying, assessing, negotiating and managing local and international partnerships with other organizations. These partnerships may advance ROTA’s program work in Qatar and abroad or in the field of advocacy, outreach and communications, sponsorship, or other areas as requested by higher management.

The partners may include local and regional NGOs, internationals NGOs, civil society organizations, international organizations, government-affiliated entities, the private sector, public-private enterprises and/or individuals.

As part of the broader partnership mandate, the department manages the celebrity advocacy program, which aims to associate highly-visible personalities with ROTA in order to further its goals and objectives.

Key Result Areas:

• Create and manage a system and set of mechanisms that facilitate the establishment and management of partnerships with other organizations.

• Institute a system for creating and managing successful partnerships with international and local organizations.

• In consultation with other ROTA teams, develop a system for vetting and selecting project and strategic partners.

• In consultation with other ROTA teams, create a system for successfully managing partner relationships, including communications, monitoring and evaluation, and narrative and financial reporting systems.

• Develop a partnership manual detailing how ROTA works with partners from start to finish for use by ROTA staff and partners.

• Conduct background research on, and make visits to, potential partners to inform the vetting and selection process.

• Facilitate negotiations on agreements and management of partner relationships in cooperation with relevant ROTA staff.

• Track, compile, analyze, and document progress, successes, and lessons learned through partner relationships in consultation with relevant ROTA staff.

• In cooperation with the communications and events teams, celebrate partner relationships and successes through publications and events.


• Finalize Memorandums of Understanding (MOUs), Grant Agreements or any other agreements with any partners, establish required work plans with partners and oversee closure of ROTA programs and activities.

• Act as a focal point for all legal issues for ROTA in cooperation with external consultants and the Qatar Foundation Legal Department.

• Regularly monitor and analyse the latest trends in not-for-profit and philanthropy in the region and internationally.

• Gather and disseminate critical knowledge, tools and best practices gained through field visits, attendance of forums and conferences or any other interactions with partners, stakeholder and the development community at large.

• Oversee and guide the development of a celebrity advocates program to raise the profile of ROTA and critical issues pertaining to education in crisis, in particular, and development in general.

• Contribute to the implementation of program strategies focusing on achievement of the following results:

• Preparation of substantive inputs to ROTA Director through analysis and research of the political, social, educational and economic situation in various countries.

• Identification of areas for support and interventions needed for the development of ROTA goals that will address some of the existing educational challenges and needs within Asia in collaboration with universities and institutions and other possible partners.

• Assist in the effective management of country programs through continuous improvement of procedures and the delivery of quality services through partnerships.

• Identify partners in various countries and develop new partnerships with government institutions, bi-lateral and multi-lateral sponsors, private sector, civil society in the education related areas based on ROTA’s strategic goals, country needs and sponsors’ priorities

Knowledge, Skills & Experience:

Professionalism – Demonstrates commitment to ROTA’s values, mission and vision. Ability to perform a variety of specialized tasks related to Results Management, including support to design, planning and implementation of program, managing data, reporting. Demonstrates openness to change and ability to manage complexities. Ability to provide input to business processes re-engineering, implementation of new system, including new IT based systems.

Planning and Organizing – Ability to plan own work, manage conflicting priorities and work under pressure of tight and conflicting deadlines.

Teamwork – Very good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Demonstrates openness to change and ability to manage complexities.

Others- Minimum Master of Arts degree or minimum 5 years working experience. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems. Flexibility in working hours and application of effort. Oral and written fluency in English and knowledge of other languages will be an asset.
