Title: Partnership Framework Project (PFP) Monitoring & Evaluation Advisory Services

Place of Performance: Santo Domingo, Dominican Republic

Period of Performance: December 19 2011 – December 18, 2012

Service Objectives: Advise HHS/CDC-DR and GoDR MoH in developing M&E program to monitor and evaluate PEPFAR-funded programs as defined in the PFIP. Advise GoDR on developing and refining performance measuring tools such as results frameworks and performance management plans (PMPs), performance milestones, progress indicators, and systems to ensure sustained quality data collection (including baseline data and targets) to gauge progress towards attainment of program objectives.

Task Requirements:

• Ensures that national-level data are available and reliable.

• Provides guidance on M&E efforts and develops innovative monitoring tools, including data quality assessment tools.

• Monitors the quality and effectiveness of training activities.

• Plan, design, and implement evaluation plans.

• Develop M&E section of annual COP.

• Design, develop and implement performance monitoring plan to assess the outputs and outcomes of PEPFAR programs in DR.

• Document data collection processes in order to assess reliability.

• Assess training needs and recommends specific training courses.

• Arranges for training, and provides informal training and informational briefings to implementing cooperative agreement partner staff.

• Develop training materials re: process of defining measurable indicators.

Task Deliverables:

 Review of plans, designs and implementation plans, analysis of outputs and outcomes, training needs assessments and training materials.

Minimum Qualifications and/or Certifications:

 Graduation from an accredited university with a master’s level degree in epidemiology, monitoring and/or evaluation, public health, or strongly related discipline.

 Five years experience conducting public health research or M&E national programs and 3 years experience working with structure and operations of the DR Department of Health.

 Ability to use office software packages, including word processing, spreadsheets, presentation software and statistical packages such as SPSS, SAS, RDS or STATA.

 Willingness and ability to read, write, and speak both Spanish and English on a daily basis while interacting with various groups of people.
