Service Title: Partnership Framework Project (PFP) Blood Safety Advisory Services

Place of Performance: Santo Domingo, Dominican Republic

Period of Performance: December 19 2011 – December 18, 2012

Service Objectives: Advise HHS/CDC-DR and GoDR MoH in developing M&E program to monitor and evaluate PEPFAR-funded programs as defined in the PFIP

Task Requirements:

• Ensures that national-level data are available and reliable.

• Advise GoDR on developing and refining performance measuring tools such as results frameworks and performance management plans (PMPs), performance milestones, progress indicators, and systems to ensure sustained quality data collection (including baseline data and targets) to gauge progress towards attainment of program objectives.

• Monitors the quality and effectiveness of training activities.

• Advise HHS/CDC-DR and GoDR MOH in developing strategies to ensure a consistent and secure blood supply and blood products and availability of a voluntary pool of donors.

• Advise GoDR on developing and refining tools to ensure the sustainability and progress of program objectives.

• Advice the CDC Director and Deputy Director in the existing country training needs and potential ways to deliver and meet these needs

Task Deliverables:

• Quarterly reports on project activities.

Minimum Qualifications and/or Certifications:

• At least 2 years of experience in the care and treatment of HIV/AIDS

• At least 2 years of experience with the federal grants and budget processes and cycles

• Masters degree in public health, social sciences or public administration, with 2 years’ post graduate work in public health or public programs

• Willingness and ability to read, write, and speak both Spanish and English on a daily basis while interacting with various groups of people.
