Title: Partnership Framework Project (PFP) Prevention Advisory Services

Place of Performance: Santo Domingo, Dominican Republic

Period of Performance: December 19 2011 – December 18, 2012

Service Objectives:

Provides expert consultation in health education, behavioral and social science, and health service issues, especially as they relate to HIV/AIDS/STI and TB Prevention programs.

Works collaboratively with the MoH and its HIV/AIDS/SIT/TB entities, REDES, DIGECITSS and COPRESIDA. Provides technical advice to HHS/CDC/GAP-DR on PEPFAR-funded prevention programs and activities.

Task Requirements:

• Conduct site assessments of CDC HIV/AIDS prevention programs carried out by implementing partners in DR

• Progress reports to HHS/CDC/GAP-DR and key stakeholders

• Identify and document scientific, personnel, logistical, and financial problems

• Recommends revisions and/or take remedial action necessary to overcome obstacles and constraints to progress.

• Drafts technical requirements for program announcements for supporting HIV/AIDS prevention activities.

• Develop prevention section of annual COP.

Task Deliverables:

• Quarterly reports on project activities.

• Site visit reports, copy of progress reports, review of logistical and technical reviews, analysis of recommendations

Minimum Qualifications and/or Certifications:

• 5 to 7 years of public health experience in developing, implementing and evaluating HIV/AIDS Prevention or other public health programs and five years of experience implementing science based behavioral interventions with MoH and NGOs

• Five to Seven years of public health experience in developing, implementing and evaluating HIV/AIDS Prevention or other public health programs that involve coordination with an international agency or implementing partner is required. One additional year of experience at the managerial level with multiple staff is required

• Willingness and ability to read, write, and speak both Spanish and English on a daily basis while interacting with various groups of people.
