I. Background on ACTED

ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan.
Based in Paris, France, ACTED now operates in 30 countries worldwide, with over 200 international and 4000 national staff. ACTED operations in Sri Lanka began in 2005 in the aftermath of the tsunami, with an intervention focused on short term emergency disaster relief. Since then, ACTED Sri Lanka has evolved with the changing needs of the country. In 2010, ACTED adapted its strategy to the evolving situation in the North, providing water access to Internally Displaced Populations before moving on to support the recovery efforts of returning populations. Our response focused on immediate food security, livelihood support, water and sanitation and infrastructure rehabilitation to ensure a smooth transition to sustainable development in former war-torn areas. In parallel, long-term development activities in the East aimed at strengthening Civil Society Organizations in representing public needs and engaging in local development planning, and supporting community-led socioeconomic development through a holistic, multi-pronged approach including infrastructure, livelihood, psychosocial and conflict mitigation components. ACTED strives to adapt its responses to an evolving context once again. The country’s newfound stability now allows for a strategy to arise which addresses the long-term development potential of the country, with a focus on the East and North where the needs are most important.

III. Position Profile

The Program Intern is in charge of supporting the program team with overall project planning, implementation, supervision and monitoring in the Northern Province. In collaboration with the Head of Programs, the District Program Coordinators and the Area Coordinator, s/he will ensure that program targets are met in accordance with proposed timelines and budgets, and in line with ACTED’s commitments to donors.

All the Program Intern’s activities will be conducted in close coordination with the Head of Programs and the Area Coordinator. S/he will:

  1. Support the Head of Programs and the District Program Coordinators with overall project planning, implementation, supervision and monitoring;
  2. In close collaboration with the Head of Programs, develop program related policies, procedures and strategies;
  3. Ensure proper implementation of programs by field staff according to the proposal, policies, procedures and strategies and timeframe;
  4. Ensure program targets are met in the anticipated timeframes;
  5. To assist with planning of project budgets and ensure appropriate expenditure of budgets in line with donor requirements;
  6. To liaise with the Finance, Logistics and Administrative teams in finding and resolving program-related issues;
  7. To support the Head of Programs with all internal and external reporting obligations;
  8. Provide periodic analytical program reviews, highlighting achievements via indicators, strengths, opportunities, weaknesses, challenges/constraints, lessons learned and ways forward;
  9. To actively participate in the various ACTED coordination meetings;
  10. To build the capacity of Sri Lankan program staff to better plan, implement, supervise and monitor programs, including budget planning and forecasting as well as reporting.

IV. Qualifications:

• Postgraduate diploma in Journalism, International Relations or a relevant field • Advanced proficiency in written and spoken English (French in a francophone post/Spanish in a Central American post) • Excellent writing and communication skills • Ability to work efficiently under pressure

V. Conditions:

Field Intern benefits include: a 300 USD per month living allowance, coverage of all accommodation, food, and travel costs, a luggage allowance of 50 kg., and the provision of medical, repatriation, and life insurance
