Location: London, UK. Working remotely from candidate’s own home/office is possible.

Duration: Up to 40 days input over a period of three - four months, from December 2011 to end of March 2012. Days per week/month to be agreed and will depend upon volumes of work and priorities.

  1. The mission of Acid Survivors Trust International (ASTI) is to serve as an international centre of excellence that advocates for the global elimination of acid and burns violence, and provides vital support to survivors through a network of in-country partners sharing knowledge, expertise, and best practise. ASTI is the only organisation in the world working to end acid violence at the international level. Recognising the need for local knowledge in order to combat acid violence effectively, ASTI helped to establish and supports five partner organisations in Bangladesh, Cambodia, Nepal, Pakistan and Uganda. We also work with UN agencies, NGOs and strategic partners from across the world to develop a coordinated international response to acid violence.   2. ASF-Bangladesh (ASF-B) is the longest-established of ASTI’s in-country partners and has a 12-year track record of providing assistance to survivors of acid attacks, promoting awareness of the crime and working with government and NGOs to develop effective legal and preventative measures.   3. The Conflict and Humanitarian Assistance Department (CHASE) of the UK’s Department for International Development (DFID) is planning to support an intervention to tackle acid violence in South Asia, through ASTI UK.

  4. We are at the design stage of this project and are working with DfID to ensure this programme is of the highest standard and will serve as a case study of good practice in tackling this specific form of violence against women and girls. We are planning an Impact Evaluation of the Bangladesh project, led by ASF-B with support from DfID, to provide the basis for the design of a new 3-year project. Taking lessons from ASF-B, the new programme will focus on up to four south Asian countries and will be of three years’ duration from April 2012 to March 2015.

  5. The consultant will lead on the design stage and work with ASTI UK, ASTI’s partners overseas and DfID UK to:

a. Manage an Impact Evaluation (IE) of the work of the Acid Survivors Foundation-Bangladesh (ASF-B), including: i. Managing the informal tendering and recruitment process for selecting and engaging the Evaluator ii. Overseeing the use of the IE budget, ensuring value for money and reporting to ASTI’s finance and programmes’ staff on expenditure and related issues iii. Supporting both ASF-B and the Evaluator in all logistical arrangements associated with the IE iv. Receiving progress reports and facilitating progress throughout v. Receiving draft reports from the Evaluator and liaising with ASTI and DFID on giving feedback vi. If required, travelling to Bangladesh to liaise with ASF-B and the Evaluator on the final stages of reaching conclusions vii. Agreeing and disseminating the final IE report viii. Liaising with ASTI and DFID on extracting the key design issues and messages for the subsequent project implementation phase

b. Develop a Theory of Change (ToC) for ASTI’s new programme outlining how the programme will contribute to tackling acid violence in south Asia, including the development of a clear monitoring and evaluation (M&E) framework

c. Programme development: Working with our UK office and partner offices in one or more countries (i.e. Nepal, Pakistan, Cambodia, Uganda) to use the IA and ToC to plan and budget the 3 year project and establish a stringent M&E framework to demonstrate the impact of the work.

d. The consultant will liaise with DFID (based in Palace Street) throughout the project inception phase, including attending meetings with DFID and ASTI staff.

  1. The consultant will report to the ASTI Director (currently the Chair of ASTI pending an appointment). ASTI’s programmes’ staff will support the consultant with current information and in helping to supply some of the necessary ASTI documentation to undertake the tasks set out above.

  2. The consultant will provide up to 40 days input over a period of three - four months, from December 2011 to end of March 2012.

Skills required

The consultant will demonstrate the following skills and experiences: a. Familiar with gender and development issues b. Demonstrated expertise in programming to tackle violence against women and girls. c. Experience of developing large scale development programmes, including writing budgets and proposals d. Experience of working with DFID and with DFID frameworks e. Experience of working with southern-based NGO partners, including undertaking distance management and NGO capacity building. f. Experience of managing a variety of stakeholders, including NGO, donor agencies and academic institutions g. Considerable experience in developing M&E systems. Experience in overseeing impact assessments would be an advantage. h. Excellent generalist competencies including an ability to think strategically and communicate well in both verbal and written forms. i. Ability to meet deadlines
