Project Description: Afghanistan is considered as a country prone to a number of natural disasters – earthquakes, flooding, droughts, landslides, extreme winter and avalanches. According to the Global Seismic Hazard Assessment Programme (GSHAP), the northern parts of Afghanistan have the highest hazards in the country. In 2010/2011 the Johanniter-Unfall-Hilfe e.V. (Johanniter International Assistance) has implemented a Community Based Disaster Risk Reduction project which covers vulnerable communities in districts Shortepa and Khulm, province Balkh. In addition to that a follow up Disaster Risk Reduction project will be implemented which seeks to reduce the impact of disasters through enhancing the knowledge and skills of pupils/teachers of 40 schools, province Balkh.

Project Duration:

October 15th, 2011 – April 15th, 2013 (18 months)

Johanniter Country Office (Kabul) and Field Office (Mazar-e-Sharif) are responsible for the overall coordination of the project.

Job Description:
The Project Coordinator Disaster Risk Reduction will ensure the efficient and effective implementation of the DRR project in schools (Province Balkh).

  • reporting to: Country Director (Kabul), Headquarters (Berlin)

  • working with: International and local staff, international and local authorities, UN and other organizations, partners, as well as community members of Province Balkh

Job Responsibilities: * Responsible for the overall management of the project (including planning, coordination and monitoring/evaluation of all project activities) in close co-operation with country director * Supervision of the project operations in order to ensure the project is implemented in line with planned activities and expected outcomes * Represent Johanniter International Assistance when liaising with government authorities, donors, local authorities, UN and other organisations in the project area * Maintain regular communication with the country office (Kabul); with Headquarters (Berlin) in case of any assistance/support needed * Recruit and manage local staff in close collaboration with country director * Compile regular reports, updates and articles * Regularly visits of the project sites if security allows * Maintain compliance with standard Johanniter procedures and guidelines (e.g. procurement, financial and corruption prevention guidelines etc.) * Capacity building and training of staff (incl. training needs assessments on disaster risk reduction and first aid) * Financial management (e.g. regarding donor guidelines, requirements and legal matters) * Manage security measures (guidelines are to be followed and adapted as required) * Support media, press and visibility work in conjunction with Johanniter press unit and staff * If Johanniter requires, engage additional tasks assigned by the Country Director/Headquarters

Person Specification Profession/Qualification: * A relevant University Degree in humanitarian and/or development studies or equivalent superior education * Educational background in DRR/DRM would be strong asset

Experience: * Proven experience of working in the field of disaster risk reduction and health * 3-5 years working experience implementing humanitarian aid projects for international NGOs * Proven experience in project coordination and management * Experience in working with international & local partners, donors, local authorities and communities * Experience in project accounting and managing of donor funds * Understanding of logistic systems * Ability to write and edit reports * Experience in security management in high risk areas

Remuneration:
Salary according to Johanniter standards AVR-J 9 (currently 2.869,43 €) depending on qualification and experience plus per diem of 25€ per day in the field
