Project Manager Disaster Risk Reduction (m/f), Haiti

The German Red Cross (GRC) is part of a worldwide movement assisting victims of conflict and disaster and people affected by social or health related crisis. The Red Cross movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organizations within the movement.

The German Red Cross is currently looking for an experienced Project Manager in the field of Disaster Risk Reduction for a DIPECHO project to be implemented in the region of Nippes in Haiti. The assignment will be starting on 15.12.2011 for a period of ten months.

Key Roles and Responsibilities

The Project Manager in Disaster Risk Reduction works as part of the German Red Cross Del-egation and is accountable, under the direction and guidance of the programme coordinator for development projects, the Head of Office and Desk Officer, for leading and managing the DIPECHO project planned from 01.07.2011 in the region of Nippes, covering the key tasks and responsibilities set out below:

• Manage the DIPECHO project in close cooperation with the Haitian RC as national counterpart and implementing partner, as well as in close coordination with other DIPECHO partners (such as Spanish RC, French RC and the IFRC).

• Coordinate on a regular basis with ECHO representatives in Haiti

• Be responsible for the proper use of training modules for DRR, including the prepa-ration of trainings materials, in cooperation with the Haitian RC and the IFRC

• Training of Haitian RC program staff in Community based DRR (CBDRR) skills, project cycle management, Vulnerability and Capacity Assessments, Community Action Planning, Climate Risk Assessments

• Liaise and maintain a close working relationship with different government depart-ments, scientific institutions (e.g. meteorological offices and universities), NGOs and civil society on behalf of GRC, when appropriate, to ensure a smooth linkage between German RC and other organisations on DRR and CCA related matters

• Facilitation of the development of M&E system for DRR & CCA programs

• Narrative and financial reporting, both for German RC and for the donor (ECHO)

• Facilitation of the elaboration of a “best practice / lessons learned” process result-ing in good practice publication

Required Skills

• Minimum 3 years of professional experience in the field of Disaster Risk Reduction

• Strong project management skills, particularly PCM and participatory methods

• Good understanding of key natural disaster risk reduction issues and linkages to relief and development programmes

• Experience in implementing and managing donor funded projects (ECHO / DIPECHO experience will be an asset)

• Minimum 3 years of experience working abroad

• Experience in cooperating with local organisations / capacity building

• Knowledge of Red Cross / Red Crescent principles and willingness to adhere to them • Ability to train and guide local community volunteers

• Skills in negotiation and persuasion, advocacy and for mainstreaming new con-cepts and approaches

• Willingness to work in a remote area

• Assertive, with high intercultural sensitivity

• Readiness to go on assignment without partner / family posting

• Certified ability to work under tropical conditions (medical check)

• Very good written and oral English; knowledge of German and French would be an strong asset

• Excellent computer skills (Windows XP, spreadsheets, word-processing, databases and other programmes)

We offer our delegates comprehensive training and briefing and medical check-ups before and after missions. A full insurance package, expatriation allowance & accom-modation are provided during missions. Compensation is according to GRC´s internal wage schedule.
